HUD PD&R Seeking PHA for Innovation in Affordable Housing Student Design & Planning Competition
HUD’s Office of Policy Development and Research (PD&R) is looking for interested PHAs to participate in the 2020 Innovation in Affordable Housing Student Design and Planning Competition (IAH). IAH invites teams of graduate students from multiple disciplines to submit plans in response to a real life affordable housing design issue.
CLPHA's In-Person Summer Membership Meeting Is Cancelled
Dear CLPHA Members,
Due to the COVID-19 pandemic, CLPHA has made the decision to cancel our Summer Membership Meeting and planned events originally scheduled for June 24-26, 2020, in Seattle, WA.
While we are extremely disappointed to miss an opportunity to convene our members in person, we are exploring options to hold some membership meeting panels and sessions virtually. We will be in touch in the coming weeks with further details.

CLPHA is pleased to announce that Elm City Communities/Housing Authority of the City of New Haven (ECC/HANH) President Karen DuBois-Walton has joined CLPHA’s Board of Directors.
Todd Thomas Named HUD’s Director of the Office of Public Housing Programs
CLPHA congratulates Todd Thomas on his new role as HUD’s Director of the Office of Public Housing Programs (OPHP). Effective Monday, October 7, Thomas will lead and manage the OPHP’s Financial Management Division, Management and Occupancy Division, and the Energy Management Center, where he will guide policy development, program operations, financial analysis, process implementation, as well as supervise the monitoring of public housing programs, initiatives, and staff.
HUD Publishes Notice Seeking Input on Opportunity Zones
On April 17, HUD published a notice in the Federal Register seeking input on several major issues related to Opportunity Zones. The notice from HUD’s Office of Policy Development and Research (PD&R) provides information on the intersection of Opportunity Zones and affordable housing nationally and requests feedback on nine questions concerning HUD’s role in encouraging investment in economically distressed communities.
Call for Applications to the Local Housing Solutions Institute
The NYU Furman Center and Abt Associates invite applications from interested cities or counties for the first-ever Local Housing Solutions Institute, “a five-day working retreat to help cities and counties refine and strengthen their housing strategies to better meet their affordability and other housing challenges.” The Institute is funded by a grant from the Arthur M. Blank Family Foundation.
