HUD is Hiring a Deputy Assistant Secretary for Public Housing Investments

The Deputy Assistant Secretary for Public Housing Investments reports to the General Deputy Assistant Secretary for Public and Indian Housing. The primary responsibility of the position is to provide executive leadership and operational oversight to a workforce of approximately 100 full-time equivalents located both in HUD Headquarters as well as field locations. The Deputy Assistant Secretary (DAS) is responsible for the policy development, program implementation, and daily management of several Public Housing grant programs with a financial responsibility of over $4 billion annually. The organization is comprised of six divisions: Capital Program Division, Urban Revitalization Division, Choice Neighborhoods Division, Special Applications Center, Community and Supportive Services Division, and Moving to Work Division.

The DAS for Public Housing Investments administers the Capital Fund program which provides approximately $3 billion in annual funding to Public Housing Authorities for the development, financing, and modernization of Public Housing. The DAS for Public Housing Investments is responsible for the revitalization of Public Housing through demolitions and dispositions, the Choice Neighborhoods program, HOPE VI program, and mixed-financed development.  In addition, the DAS for Public Housing Investments manages self-sufficiency programs (such as ROSS, FSS, and Jobs Plus) and tests innovation policies through the Moving to Work demonstration.

Applicants are required to submit a narrative statement for each Executive Core Qualification (ECQ) listed (subject to the caveat below) and each Mandatory Technical Qualification (MTQ). If the applicant is currently serving under a career Senior Executive Service (SES) appointment, is eligible for reinstatement into SES, or has successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had their ECQs certified by OPM, then the candidate only needs to address each MTQ, and the candidate does not need to submit an ECQ narrative. All other applicants are required to respond to all ECQs and MTQs, addressing each ECQ and TQ separately. Please see the job announcement for more detailed instructions.
