Public Housing Renovation Completed on West Side (Saint Paul Public Housing Agency)

On Thursday, November 14, 2019 the Saint Paul Public Housing Agency (PHA) will mark the completion of a multi-million dollar upgrade of its Dunedin Terrace public housing development.  The 88 rental units in 22 four-plex townhomes were originally built for low income families in 1964, along with the adjacent Dunedin Hi-Rise for elderly residents.

Beginning in 2012 the PHA Board of Commissioners approved construction contracts for the modernization of Dunedin Terrace in five separate phases over seven years at a cost of $9.1 million dollars.  Approximately one-third of the money came from the State of Minnesota totaling $3.025 million dollars through the Minnesota Housing Agency.  This contribution under the “Publicly Owned Housing Program” (POHP) was funded by general obligation bonds approved by the Minnesota Legislature.  The PHA paid the balance of the contract costs with federal funds from HUD capital grant awards.
