During Monday’s COVID-19 member call, CLPHA received requests from members to provide some further explanation and talking points about eligibility for Emergency Rent Assistance (ERA) that could be used in local discussions about ERA implementation. In response, Reno and Cavanaugh have prepared a memo about eligibility of assisted households for receiving ERA funds.

During a recent call with PIH leadership, HUD asked industry groups for additional information on what statutory and regulatory waivers provided by HUD as part of their authority granted under the CARES Act should be extended or made permanent. CLPHA has compiled a list with some justifications, but we would like to hear from members about what waivers have been most valuable to them and why.

There has been an update to the Executive Order on Maximizing the Assistance from the Federal Emergency Management Agency (FEMA), released on February 2, 2021. FEMA has released additional guidance last week, which states that reimbursements for already approved non-congregate sheltering will be retroactive to the beginning of the pandemic or January 20, 2020.
