State of Housing in 2019: Multiple New Perspectives
New reports by a variety of organizations – the National League of Cities, Public and Affordable Housing Research Corporation, Joint Center for Housing Studies at Harvard University, and National Low-Income Housing Coalition – evaluate the current state of affordable housing form distinct perspectives. Importantly, each study cites the importance of housing to self-sufficiency, health outcomes, and educational opportunities.
House Passes Appropriations Minibus Bill with $50.1 Billion for HUD
Yesterday the U.S. House of Representatives voted 277-194 to approve a $383 billion spending package of five appropriations bills, including funding for the departments of Transportation, Housing and Urban Development, and related agencies.
The House-passed bill includes $50.1 billion for HUD, an increase of $5.9 billion above the FY19 enacted level, and $13.4 billion above President Trump’s request.

CBPP Finds That Housing Agencies Generally Use All Available HCV Funding
A new report from the Center on Budget & Policy Priorities (CBPP) finds that housing agencies that administer Housing Choice Voucher (HCV) funds generally use all (or nearly all) of annual HCV funds appropriated by Congress to help low-income families afford housing, even in communities where families face significant challenges finding housing with a voucher.

The Trump Administration released its full budget proposal for fiscal year 2018 (FY18) on May 23, 2017—after providing a preview of the budget proposal (“skinny budget”) in March. If the skinny budget was a sour-tasting appetizer, the full budget is a bitter, acidic and hard-to-swallow main course with the promise of a long-lasting aftertaste. As U.S. Representative Katherine M. Clark (D-MA) said during a budget hearing, “This budget as a whole is a recipe for killing our economy.”
