Summary
The primary purpose of this position is to lead an assigned team of maintenance workers of the HACP, ensuring that all activities are completed in an expeditious and courteous manner. The incumbent has knowledge in a variety of mechanical and building trade categories, including: electrical, plumbing, carpentry, painting, heating, air conditioning, and refrigeration. The incumbent will maintain records and files, complete and process paperwork, and oversee routine maintenance performed by the team.
All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.
Essential Duties and Responsibilities
- The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
- Leads the work of assigned team of maintenance workers (Engineers, Plumbers, Carpenters, and Painters), including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
- Maintains records and files and completes and processes paperwork; prepares required documentation; estimates costs using work orders, check-off sheets, report requisitions, catalogues, and reports; follows the departmental guidelines in order to document maintenance activity in the Authority’s approved software system.
- Ensures that adequate staff is scheduled and available so that vacant units are turned and made ready within the timeframe established by HUD and reports this information to necessary personnel.
- Utilizes new technology for all work order assignments, tracking time and materials efficiently. With the Customer Service Positions, works closely with tradespersons to assure correct handheld data exchange.
- Ensures work orders are completed in acceptable time frames, including routine, urgent, emergency, R/A, and any other types of request.
- Utilizes software and other job estimating techniques to produce cost estimates for various assignments as needed.
- Maintains knowledge of all skills necessary to perform routine repair work and can order necessary replacement parts by following accepted standards, regulations, and manufacturer’s specifications in order to ensure proper installation, repair, and maintenance of units.
- Maintains knowledge of the skills necessary to perform all plumbing work including the repairing or replacing of parts such as water or sewer lines and supply lines following departmental guidelines and applicable codes in order to ensure proper installation and maintenance of plumbing systems, pipes and fixtures, seeks assistance and knowledge from fellow teammates who may be more familiar with the specific issue..
- Maintains knowledge of the skills necessary to performs routine electrical repairs including the installing or repairing of wiring associated with a unit or appliance following accepted standards, regulations, and manufacturers’ specifications to ensure proper installation, repair, and maintenance of a variety of electrical fixtures, systems and appliances.
- Maintains knowledge of the skills necessary to perform routine carpentry work following departmental guidelines in order to ensure the quality of work performed in facilities for residents of the Housing Authority.
- Maintains knowledge of the skills necessary to perform routine painting and plastering work following departmental guidelines in order to maintain interior/exterior of housing units.
- Monitors the preventative maintenance program in order to maintain HACP properties in the most cost efficient way possible.
- Participates fully in team meetings and activities, including policy formulation, development planning, team management, and problem resolution; disseminates information among team members.
- Coordinates and participates in after-hours and weekend service as needed; completes and signs-off on all paperwork related to overtime, verifying the accuracy of paperwork and overtime hours claimed.
- The successful candidate should have a working knowledge of the following: building systems including heating and air conditioning units, boiler/chiller systems, fire systems, burglar alarm systems elevators, generators fire pumps, and trash compactors.
- Performs other duties as assigned.
Education and/or Experience
High School diploma or GED equivalent required along with vocational related course work (i.e. plumbing, carpentry, electric wiring) and a minimum of 4 years experience in construction or maintenance management. Associate’s or Technical Degree preferred. An equivalent combination of education and experience may be considered. Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan.
Technical Skills
To perform this job successfully, the employee should be able to successfully operate a variety of applicable hand-held tools and devices. The employee should have strong computer skills (MS Word, Excel, Dayforce, Fieldforce, Outlook, etc). Must be proficient in work order applications. Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to travel to various Authority properties to oversee maintenance projects. Daily movements include sitting; standing; reaching and grasping; operating computers and other office equipment; moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 50 pounds.

Position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.
Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
