Full Job Description: 

Provides managerial direction to financial administration and reporting operations, assuring effective and efficient administration of NRHA financial policy and programs.  Coordinates administrative financial functions with NRHA departments.  Serves as technical authority on financial policy implementation and financial administration matters.  Coordinates financial audit engagements.  Participates in financial policy and procedures planning.  Coordinates independent entity financial administration.   Supervises subordinate Finance department staff.  Work requires application of considerable independent judgment and initiative.   Work requires contact with government officials, independent agencies, and public where contact may have critical and organization-wide impact.  

Essential Functions

Manages the formulation and implementation of operational objectives and strategies for the Finance department: assesses factors in internal organization and external environment relevant to administration of NRHA financial and budget development policies and programs; develops department objectives and strategies and tactics to achieve objectives; obtains and allocates resources to achieve department objectives; develops department programs and procedures and budget development programs and procedures; evaluates results of department and budget development programs and procedures; and directs corrective action as required.

Oversees, guides, and participates in the daily financial operation functions:  provides review and approval of transactions to ensure sound financial processes and adequate cash flow are in place; monitors cash flow and status; approves wire transfer and investment transactions; approves disbursements per policies, approves bi-weekly payroll; reviews financial performance reports; and responds to customer financial operations issues. 

Provides general supervision of activities of subordinate staff to ensure effective operation of the Finance department in all accounting areas: may perform full range of supervisory activities, including but not limited to assigning and coordinating work; acting on employee problems; and hiring, promoting, developing, disciplining, and rewarding employees.

Advises, guides, and informs staff on financial system issues; participates in phases of NRHA strategic planning involving financial management issues. Oversees planning, development, implementation and evaluation of financial systems in response to NRHA staff needs. Coordinates the establishment and monitoring of financial and budget priorities to assure proper resource allocation. 

Coordinates, oversees, guides, and participates in the annual audit engagement: establishes procedures for completing the audit engagement; confers with NRHA senior management on audit issues; organizes committees to implement new requirements of audit engagement; interprets regulatory and contract requirements and plans, develops, implements, and evaluates financial compliance standards, guidelines, documentation, and procedures for NRHA use; monitors the collection of required information; coordinates the efforts of finance and budget staff in the development of preliminary financial information; reviews preliminary information and directs changes as necessary; reviews changes in audit report presentation and addresses issues with senior management; ensures implementation of corrective action plans and monitors the implementation of corrective action; approves final audit report representations; prepares and delivers audit presentation; submits audit final report and corrective action plans to HUD, the City of Norfolk government agencies, and financial institutions as appropriate.

Coordinates the formalization of the authority’s Annual Cost Allocation Plan, ensures compliance with guidelines of cognizant agency and federal regulations; work with central service units to identify appropriate programs to charge allocated costs based on benefits received; develops processes for accumulating and distributing central service costs; makes changes in central service costs distribution as needed; presents proposed annual allocation plan to senior management for approval; and oversees the implementation of the approved plan.  

Coordinates the documentation of and monitoring of Program Reserves: develops standard for presentation of Program Reserve; coordinates the efforts of budget and finance staff and fund managers in defining the reserves for each program; reviews preliminary reports and ensures complete; reviews updates with senior management; and presents report.

Coordinates the financial administration of independent entities:  confers with management of independent entities and advises on proper financial administration procedures; identifies and recommends policy and procedures; assists or coordinates establishment of financial administrative systems; monitors financial performance; prepares and submits reports; and performs other related work to assure proper functioning of entity.

Reviews and approves a variety of financial documents: reviews program budgets and reports, reviews and approves legal services report for all units on a monthly basis; travel reports; contract report and tenant write-off report for commissioners, quarterly sources and uses report for discretionary programs.

Represents or serves as liaison before government officials, auditors, employees, and others; may present information to on NRHA financial activities, requiring conceptualization, scripting, preparation of displays and support materials, and delivery of presentations; and may receive information on issues affecting NRHA; may serve as member or participant on external commissions, committees, and other groups to support interests of Norfolk and NRHA.

Trains subordinate staff in changes in financial policy, programs, and procedures.  Trains budget staff in financial concepts. Maintains and applies current knowledge of accounting principles, practices, and trends; developments in automation and software applications in the accounting field, and applies knowledge to serve NRHA needs. Performs special projects, such as waiver requests for programs, special reports and coordination as requested by senior management.
