The typical starting range for this position is between $90,720.24 and $100,138.06. DOE

  • This is a grant-funded position and continued employment is contingent upon receipt of grant funds.

Position Summary

The Director of Choice Neighborhood Program is responsible for the daily monitoring of all Choice Neighborhoods implementation grant activities to ensure the Neighborhood, Housing, People, and Education component activities are programmed, planned, and executed correctly within the terms of the Grant.

 

Duties and Responsibilities

  • Ensures all HUD-required documents, reports, and plans are prepared and submitted to HUD as required by the Grant Agreement between SNRHA and HUD.

 

  • Reviews and prepares proposals and documents between SNRHA and HUD.

 

  • In collaboration with SNRHA’s Director of Finance, monitors fund expenditures to ensure compliance with the implementation schedule and HUD guidelines; monitors Choice Neighborhood's budget and recommends budget revisions.

 

  • Assists in procuring professional services, as required.  Drafts requests for proposals from consultants as needed;

 

  • Provide project management and coordination leadership to implement community redevelopment initiatives successfully.

 

  • Manage projects that include diverse community members and professionals across multiple fields.

 

  • Assist in developing new processes and methodologies by which the SNRHA implements projects conceptualized in its plans. 

 

  • Collaborates with all departments and components of Choice Neighborhoods, including finance, resident services, housing management, development, etc. 

 

  • Works closely with SNRHA, Developer, Partners, and Technical Assistance Provider to ensure timely and cost-effective implementation of all components of the Choice Neighborhood program.

 

  • Administers neighborhood working teams. Engages communities and neighborhoods in the design and implementation process in a meaningful way that productively informs decisions.

 

  • Define, analyze, and illustrate project processes, challenges, issues, and opportunities.

 

  • Collect relevant project data and present that data clearly and effectively for reporting to project partners or per federal grant reporting requirements.

 

  • Develop communications – mostly in PowerPoint – to provide clear and concise updates on project status and key issues.

 

  • Develops, provides, and maintains executive-level monthly reports on program performance, quarterly trending, and statistical reports.

 

  • Monitors the performance of CNI-funded staff and contractors to ensure implementation is effective and on schedule.

 

  • Negotiates, administers, and evaluates contracts with third-party agencies and contractors after obtaining approvals. Manages contracts, including reviewing reports, approving invoices, modifying contracts, closing contracts, and corresponding with contractors as necessary.

 

  • Maintains records and provides oral and written reports to the Executive Director and Board of Commissioners; completes and submits Quarterly Reports to HUD.

 

  • Provide technical assistance to Partners, residents, and community groups to obtain resident and community input regarding Choice Neighborhood efforts.

 

  • Assures compliance with applicable federal, State, and Local regulations, as appropriate.

This position is NOT eligible for participation in the collective bargaining unit (SEIU) representing certain Southern Nevada Regional Housing Authority employees.

 

Minimum Qualifications

Minimum qualifications are intended to identify applicants most likely to perform successfully.  Applicants who meet minimum qualifications are not guaranteed an interview; however, they are further assessed to determine how well (s) they meet the position's minimum qualifications and the agency's immediate needs.  Applicants should possess the following:

 

  • Bachelor’s degree in urban studies, community development, architecture, city and regional planning, real estate development, or a related field;
  • Five (5) years of increasingly responsible experience in program management, program compliance, grant administration, and budget controls.
  • Excellent verbal and written communication skills; strong presentation skills;
  • Equivalent professional experience may be considered for substitution for the required degree.
  • Valid Nevada State-issued Driver’s License or the ability to obtain one within the first 30 days of employment.

 

 

Preferred Qualifications

Preferred qualifications are desired above and beyond minimum qualifications that demonstrate additional education, experience, training, or other credentials.  Preference may be given to applicants who possess the following preferred qualifications:

 

  • Master’s degree in urban studies, community or economic development, city and regional planning, real estate development, or related field.
  • Five (5) years of experience in program or project management in the public or private sector or municipal government.
