Join us as the Emergency Preparedness Manager, a newly-created position that will manage dynamic and essential functions related to disaster readiness, business continuity, and resilience. In this full-time role, you’ll lead a coordinated and comprehensive approach that addresses relevant hazards, vulnerabilities, and recovery processes. You’ll collaborate with internal stakeholders and external partners in city, county, and state governments, social service agencies, and others. You will be part of a risk management team that includes a Risk Management Analyst and a Safety Officer. The work will be performed under the general direction of the Risk & Support Services Manager, who reports to the Vice President of Support Services.

Essential Functions
The Emergency Preparedness Manager will:
Develop and manage a sustainable Comprehensive Emergency Management Plan in collaboration with the Risk & Support Services Manager, the Vice President of Support Services, Vice President of Safety & Security, and all agency departments.
Create education and training modules for executive leaders, supervisors/managers, and staff at the Central Office and property sites across King County. Consult with property managers, internal stakeholders, and staff on site-level preparedness.
Working closely with executive leaders, senior staff, and safety and security personnel to lead regular drills, exercises, and tabletop exercises.
Provide briefings and reports to executive and senior staff.
Maintain awareness of hazards and threats in Western Washington and advises KCHA leaders on improvements that can increase agency resilience during and after an emergency.
Represent KCHA in meetings with city, county, state and FEMA Region 10 emergency management personnel; actively collaborates with other housing authorities and local governments to improve community-wide coordination and response to incidents and events.
Maintain Emergency Operations Center (EOC) resource readiness, including documentation of roles and responsibilities of personnel, training, technology, and communication plans.
Assist the Risk & Support Services Manager and the Vice President of Support Services in implementing and managing continuous improvement efforts and projects in alignment with the agency’s enterprise risk management framework.
Collaborate with the agency’s Office of Equity, Diversity, Inclusion, and Belonging to ensure that differences in culture, language, and communication and learning styles do not create barriers, but are maximized as assets for the agency’s emergency preparedness.
Support and lead risk management and process improvement projects.
Cross train and provide back-up for various expert functions within the Support Services Department.
Other duties as assigned in support of the Risk Management team and its initiatives.
Qualifications and Competencies
Required Qualifications:
Associates degree AND
Moderate (1-3 years) experience developing and coordinating emergency preparedness programs for a public entity or agency OR
An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
Demonstrated ability to:
Understand and interpret various data and measures for gauging natural disasters.
Produce after-action/after-incident reports.
Read and comprehend equipment user manuals, flow charts, workflow diagrams, and best practice guides.
Produce quality, detailed work within tight time frames.
Imagine/visualize a range of emergency scenarios and resulting system disruptions and assist others in doing so for planning and preparedness purposes.
Help others see event/incident scenarios and facilitate conversations that leads to urgency and preparation.
Work nights, weekends, off and/or long hours when extraordinary circumstances exist.
Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position including:
Comprehending complex emergency preparedness policies, procedures, theories, and techniques pertaining to public safety protocols.
Demonstrated proficiency in researching, reading, and interpreting federal, State, and local regulations.
Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information.
Ability to compose and prepare strong technical correspondence.
Ability to understand, interpret and explain difficult materials with complicated information that may contain excerpts from regulatory and/or legal documents to all levels of the organization.
Establishes and maintains effective working relationships with staff, HUD representatives, business and community leaders, service providers, vendors, regulatory agency administrators, school districts, and the general public.
Values diversity and possesses an understanding of multicultural and cultural competencies; work effectively and positively with individuals of diverse cultural and socio-economic backgrounds.
Preferred Knowledge and Skills:
Associate Emergency Manager (AEM®) or Certified Emergency Manager (CEM®) credentials
National Incident Management System (NIMS) certification
Special Requirements:
Consent to and pass a driver's and criminal records background check.
Must possess a valid driver's license and own or have access to a vehicle to regularly travel between work sites or have an alternative reliable mode of transportation.

Salary & Benefits:
The starting salary range for this position is $92,168.39 - $112,906.00 annually, dependent on qualifications and professional experience. The complete salary range for this position is $92,168.39 - $133,643.50 annually. Performance-based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed annually. Work Environment:

After initial onboarding, this role will have the opportunity to work remotely up to 20% or a compressed work week in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need.
