We are searching for an experienced, energetic, resourceful, creative, and innovative leader and manager within the Rental Assistance Division. This position will oversee the Special Purpose Housing & Self-Sufficiency programs team responsible for the on-going operations related to our special purpose vouchers (VASH, Mainstream, NED, EHV, FUP, HCV-Homeownership), HOME-funded tenant-based rental assistance program, state-funded supportive housing (SRAP and PSH) programs, and HUD Family Self-Sufficiency.

This role is responsible for day-to-day operations, supervision, coaching and development of direct and indirect reports, setting priorities and expectations, monitoring work assignments and completion, and communicating the team’s role, successes, challenges, and needs to internal and external stakeholders. Works in partnership with other program managers within the division, prepares and presents related reports, and develops, fosters and maintains partnerships within the agency, internal and external customers, and other county agencies.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") 

Graduation from an accredited four-year college or university with a bachelor’s degree in sociology, psychology, public administration or a related field; PLUS six years of experience in the field of human services, choice voucher, tax credits, real estate, homeownership, relocation or property management, including two years of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:
Contingent upon area of assignment, some positions within this class may require certification in one or more of the following:

Public Housing Manager;

Housing Choice Voucher Occupancy Public Housing Occupancy Specialist/Senior Specialist;

Limited Income Housing Tax Credit Housing Credit Certified Professional- Specialist;

Housing Quality Standards;

Uniform Physical Condition Standards Inspector;

Contingent upon area of assignment may require possession of a valid motor vehicle driver's license.


For those areas requiring any or all of the above certifications, appointees are required to obtain the required certifications within 18 months from date of hire.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight.
Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

At least 5 years of full-time professional experience working in Housing Choice Voucher programs;

At least 3 years of progressive responsibility in directly supervising, managing and developing a team of professionals.

Experience administering HUD Family Self-Sufficiency;

Experience monitoring contracts and grants;

Experience working in a Moving to Work PHA or for a public housing agency;

Experience interpreting and applying regulations;

Industry recognized certification(s) in Voucher Program Management, Housing Choice Voucher Specialist, HUD Family Self-Sufficiency;

Demonstrated record of establishing and maintaining effective working relationships with internal and external divisions and agencies;

Ability to communicate effectively, both orally and in writing.

SELECTION PROCEDURE:
Panel interview may include practical exercise.
