Reporting to the Vice President of Strategic Operations, this role will play a crucial part in aligning our administrative processes with their designated program needs and best practices. You will tackle complex challenges with innovative solutions, spearhead technology upgrades, and lead training sessions to enhance our team's capabilities. As the primary liaison between our support team and end users, you will drive process improvements and provide technical support to optimize KCHA’s enterprise software platforms (Yardi, Dayforce, ETO, etc.), ensuring efficiency and fostering innovation across our organization.

Essential Functions
Manages operational software with regards to configuration, access, and technical support; serves as the primary contact for end users and support teams, bridging the gap between technology and its users; troubleshoots and resolves complex technical issues, identifies root causes, and implements effective solutions swiftly; provides technical assistance for customizations and configurations.
Maintains an in-depth understanding and support of Yardi, Dayforce, and ETO platforms; ensures optimal use of software.
Gathers user needs and translates them into actionable plans, ensuring that system enhancements are user-centric and address real-world requirements; aligns system functionalities with HCV, Property Management, Resident Services, and Financial compliance needs.
Leads efforts to analyze and optimize usage and performance data, identifying trends and areas for improvement; maintains monthly compliance reports to ensure operations meet all regulatory requirements and internal standards.
Leads and contributes on the phased implementation of future technology upgrades and customizations, ensuring projects are completed on time and within scope; facilitates smooth transitions for new features and processes, helping users adapt to changes with minimal disruption; leads training sessions for technology onboarding and assists trainers with technical expertise to ensure comprehensive training support for operational programs.
Creates and updates knowledge base articles and documentation, ensuring information is readily available and up-to-date for users and support teams; conducts testing and quality assurance for system upgrades and customizations to ensure enhancements meet quality standards.
Qualifications and Competencies
Required Qualifications:
Bachelor’s degree AND
Considerable experience with a deep understanding of complex business processes requiring technical expertise in areas such as housing programs, finance, payroll, and/or human resources OR
An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Policies, procedures and practices of public and/or business administration, Authority regulations, policies and procedures.
Section 8 Administrative Plan and Public Housing ACOP, HUD requirements, and financial compliance.
Analyzes problems, identifies alternative solutions, and implements recommendations; demonstrates critical, creative, and reflective thinking.
Values diversity and possesses an understanding of multicultural and cultural competencies; ability to work effectively and positively with individuals of diverse cultural and socio-economic backgrounds.

Skill in planning, customer service, and technical writing; ability to understand, interpret, explain and apply policies and procedures.

Strong organizational and time management skills to manage multiple projects as well as the flexibility to handle shifting priorities as new projects are assigned; ability to keep functioning effectively when under pressure; checks work to ensure accuracy and completeness; follows up with others to ensure that agreements and commitments have been fulfilled.
Establishes and nurtures relationships with stakeholders, regularly inviting feedback and suggestions; ability to work cooperatively with and offer assistance to others.
Proficiency using MS Office programs including Outlook, Word, Excel, database software, and other analytical software programs.
Skill in technology solutions such as Yardi, Dayforce, ETO, PowerBI, Lucid Chart, Visio, or other workflow software.
Special Requirements:
Consent to and pass a criminal records background check.
Position will require occasional travel off-site for KCHA business needs.

Salary & Benefits:
The starting salary range for this position is $92,168.38 - $112,905.94 annually, dependent on qualifications and professional experience. The complete salary range for this position is $92,168.38 - $133,643.50 annually. Performance-based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed annually. After initial onboarding, this role will have the opportunity to work remotely in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local travel may be required to support KCHA business needs.
