We are currently recruiting a talented and passionate individual for our Resident Services Program Manager – Workforce Development position who will serve Housing Choice Voucher (HCV) and Public Housing residents in King County.
Under the general supervision of a Senior Resident Services Manager, the Program Manager will lead a team of dedicated Family Self-Sufficiency (FSS) Coordinators. The Family Self-Sufficiency program coaches and mentors families to attain economic independence and reduce dependency on subsidies, including rental subsidies. The incumbent will be responsible for overseeing, hiring, training, evaluating, and supporting the FSS team, as well as overseeing program growth, and monitoring and reporting program performance. The Program Manager position will be based at our Central Office in Tukwila, WA.

Essential Functions
The Resident Services Program Manager – Workforce Development:
- Supervises, coaches, mentors, and assists team members to ensure their goals and objectives are being met; conducts regular 1:1 check-ins to review workload, accomplishments, concerns, and to provide on-going feedback; completes annual performance appraisals; assists team members with difficult client situations and technical issues with the various program tools and software; responds to complex program participant situations.
- Manages program goals and objectives by assigning and directing work to team members; reviews, inspects, and approves work of team members.
- Evaluates and analyzes program processes and procedures; makes adjustments and policy recommendations as needed; reviews and updates program standard operating procedures (SOPs); conducts research on best practices for program improvements and implementation; assists with program planning and visioning.
- Builds and monitors reports for program analysis; creates program reports and other materials for a variety of communication purposes.
- Tracks program data and other information to ensure grant compliance and program goals/objectives are being met; interprets HUD rules, regulations, policies, and procedures; ensures program is in compliance; manages grant agreement and budget to ensure compliance; works with finance team to ensure compliance.
- Support department and KCHA-wide initiatives and work plans; attends a variety of management/leadership meetings.
- Hires and trains new staff; creates an onboarding plan to ensure proper orientation of new staff.
- Seeks, maintains, and builds relationships with local organizations that leverage program efforts; manages program's partnership coordinating committee.
- Collaborates with KCHA colleagues to promote program participation and access.
Qualifications and Competencies
Required Qualifications:
- Bachelor's degree AND
- Considerable experience supervising and coordinating department programs and staff as it relates to workforce development, human services, or a closely related field OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
- Comprehends technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position including thorough knowledge of and the ability to:
- Apply laws, ordinances, rules, and regulations relevant to the organization and assigned projects, as well as industry, departmental policies, practices, and procedures.
- Demonstrate knowledge across multiple areas related to performance appraisals, financial reports, program reports, record-keeping, and the use of governmental accounting practices in financial records maintenance.
- Exceptional program management skills, with the ability to take initiative and effectively prioritize and handle multiple projects simultaneously.
- Proven track record in successfully supervising and leading staff, showcasing effective coaching, mentoring, and motivation in a dynamic work environment, including providing real-time feedback and conducting performance appraisals.
- Effectively leads groups and individuals, fostering constructive idea exchange and cooperative issue resolution; establishes and maintains effective working relationships with KCHA department leadership, direct reports, partner agencies, and the general public.
- Demonstrated proficiency in cultivating an inclusive work environment that values and appreciates diversity and treats others with respect.
- Works efficiently to provide quality service that satisfies expectations and actively seeks ways to improve service delivery to meet department/KCHA goals and objectives; demonstrates strong analytical skills through the ability to use, apply, and interpret statistical data and information; effectively evaluates issues, identifies multiple solutions, and executes recommendations, showcasing critical, creative, and reflective thinking.
- Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information.
- Ability to compose and prepare reports, memoranda, directives and letters, demonstrating proofreading and editing skills.
- Ability to understand, interpret and explain difficult materials with complicated information that may contain excerpts from regulatory and/or legal documents to all levels of the organization.
- Demonstrates responsible personal and professional conduct, which contributes to the overall mission and goals of KCHA; maintains client confidentiality.
- Proficiency in various software and tools related to Microsoft Office, graphics/presentation, data analysis/reporting, and database programs.

- Consent to and pass a driver's and criminal records background check.
- Possess a valid driver's license to regularly travel between work sites. Must have an acceptable driving record at time of appointment and throughout employment.

Salary & Benefits:
The starting salary range for this position is $93,558.40 - $114,586.00 annually, dependent on qualifications and professional experience. The complete salary range for this position is $93,558.40 - $135,631.32 annually. Performance-based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed annually. Work Environment:
After initial onboarding, this role will have the opportunity to work remotely in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and the ability to report to the Central Office in Tukwila will be required. Some local and domestic travel may be required to support KCHA business needs.
