The Housing Program Administrator for Rental Housing oversees and manages the daily administration of housing voucher programs, including the federally-funded Housing Choice Voucher (HCV) program.  The Rental Housing division's mission is to provide housing stability to low-income households and to expand affordable rental housing opportunities, through various types of rental subsidies.  Responsibilities for the Administrator include a wide range of activities related to performance and regulatory compliance. Work is performed in a fast-paced, high-volume transaction environment; the position will be required to establish data integrity through risk analysis, data evaluation, and reporting. The position assists the Department Director in managing the administrative and operational aspects of the Housing Choice Voucher Program while ensuring the delivery of excellent customer service. 

The division utilizes more than $22 million in annual funding to connect over 2,500 households to safe, decent and affordable housing. The administrator will oversee a staff of about 25, which includes housing specialists, administrative staff, and three supervisors. The Rental Housing administrator and staff work closely with department's finance, code enforcement/inspections, homeless services, and director’s office staff; HUD; other city departments; and landlords to enable and ensure rental subsidies are provided to eligible households on an equitable basis efficiently and effectively.

Other key expectations for this position include:

Program Leadership and Management:

  • Plan, organize, coordinate, and direct efforts to provide housing stability to qualified low-income households through the division's voucher and rental assistance programs.
  • Ensure the agency achieves and maintains a high-performance rating on all HUD agency scoring systems, including SEMAP.

Financial Oversight:

  • Collaborate with the finance unit to review grant funding for the voucher programs.
  • Maximize utilization of HUD and state and local funding as applicable to support housing assistance for eligible individuals and families.

Program Integrity, Quality Control and Compliance:

  • Conduct quality control audits and inspections for the program to detect and prevent recurring errors, omissions, fraud, or abuse.
  • Monitor program goals and objectives continuously.
  • Maintain accurate records related to program activities.
  • Monitor production, quality control, and data integrity of transactions completed by staff.
  • Ensure staff comply with the department’s Administrative Plan, Standard Operating Procedures, and HUD regulations.
  • Monitor reports monthly to ensure integrity in the Housing Assistance Payment (HAP) process including but not limited to Abatement Reports; HAPs on Hold; Expired Vouchers; Zero HAP Payment; Two-Year Tool; and PIC Submissions.

Stakeholder Collaboration:

  • Work closely with various stakeholders, including other housing authorities, local government agencies and departments, community organizations, and the Continuum of Care (CoC).
  • Build effective partnerships to enhance program effectiveness. 

Knowledge and Expertise:

  • Stay informed about housing legislation, HUD regulations, and industry best practices.
  • Demonstrate expertise in managing subsidized multifamily housing programs.
  • Communicate effectively both orally and in writing.
  • Know, and excel in, risk analysis and data evaluation.
  • Know the tenant/landlord law and contract administration.
  • Work with a diverse, low-income population and communicate effectively with a variety of clients, landlords, staff, and visitors, in a variety of situations.
  • Navigate Housing Pro and related rental housing software to monitor performance, track work, and run necessary reports.
  • Supervision and Leadership:
  • Provide leadership, managerial, and supervisory support to staff involved in voucher program administration.
  • Ensure efficient program operations and effective team performance.
  • Determine staff training needs; coordinate training opportunities and develop training plans.
  • Complete staff performance plans, evaluations, and any disciplinary actions.  Supervise others in the performance of their specified duties.
  • Maintain the value and importance this role plays in providing affordable housing options to low-income individuals and families.  Make it both rewarding and impactful.

Customer Service:

  • Create a positive customer service culture.  Ensure the consumers experience the positive impact of that culture.
  • Monitor and seek to improve customer service delivery.
  • Assist with staff development and training in the customer service area.

As a City Manager appointee, this position serves at the pleasure of the City Manager and is not considered part of the merit service as defined in City Code, section 2-75.

Preferences:

  • Experience developing and maintaining relationships with diverse populations and personalities, including staff, elected and appointed officials.
  • Experience as a skilled administrator with demonstrated ability to manage staff and large projects, and successfully meet deadlines.
  • Demonstrated experience with federal housing programs, rental subsidy programs, and especially the Housing Choice Voucher program.
  • Experience preparing and monitoring budgets, and forecasting expenditures.
  • Experience facilitating process improvement with demonstrated success.
