This is a professional, administrative position in the Miami-Dade Housing Agency’s (MDHA) overseeing the operations of MDHA’s Applicant & Leasing Center which is the centralized office for all applicants in an array of programs administered by MDHA. The division is responsible for screening, selecting and monitoring low to moderate income applicants requesting housing assistance in a variety of programs to included Public Housing, Section 8, New Construction, Moderate Rehabilitation, Single Family Rehabilitation, Window Shutter Loan, Family Unification and a host of other programs. The current inventory of applicants in the project-based and tenant-based programs waiting list includes over 70,000 applicants. The position also requires managing, supervising, planning, developing, implementing, and monitoring the MDHA programs and activities related to the court-approved Ann-Marie Adker Consent Decree (Decree), particularly those relating to desegregated offers made from the waiting lists. The Decree is a highly complex and technical document which requires MDHA to provide references in rental and homeownership opportunities to the class members and other low-income residents of Miami-Dade County and to implement a series of actions to desegregate MDHA-administered and non-MDHA administered housing programs. MDHA must implement new policies and its programs to comply with the Decree’s strict requirements. The position also requires providing professional expert assistance in the completion of specialized and/or complex projects for the various operational units in order to insure compliance with all applicable federal, state and local regulations, or to enhance MDHA effectiveness and/or efficiency. Failure to comply with these requirements may result in sanctions against the Agency, including termination or refusal to grant or continue assistance and debarment from participation in future funding applications, as well as lawsuits that can be filed against MDHA for non-compliance. In addition to federal requirements, MDHA must also comply with local ordinances and establish policies for affirmatively furthering fair housing and equal opportunity. Knowledge of the various complaint processing regulatory requirements to appropriately respond to complaints filed against MDHA is mandatory. Additionally, the incumbent must have a working knowledge of various housing programs that are administered outside the MDHA in order to provide opportunities to the class members and other low-income residents in these programs. Supervision is exercised over professional, technical and clerical staff for management of assigned responsibilities and achievement of desired goals and objectives.
Minimum Qualifications: Bachelor's degree in Business Administration, Public Administration or related field. Three years of supervisory experience in subsidized housing programs are required. Additional supervisory or administrative experience may substitute for the required education on a year-for-year basis.

This is advanced administrative and supervisory work in the provision of housing for families and individuals qualifying for various types of public housing. An employee in this class is responsible for supervising through subordinate supervisors the work of a staff of subordinates engaged in a variety of tenant selection functions. Responsibilities include preparing housing applications, serving as mediator for housing grievances initiated by either owners or tenants, reviewing claims and determining liability for tenant damages when a housing unit is vacated, and supervising the determination of a family's net contribution toward contract rent and housing assistance payments. Related responsibilities include supervising the operation of the Applicant Records Center and training all subordinate staff members in program policies, operations and procedures. The incumbent exercises considerable independent judgment in organizing and managing tenant selection activities in conformance with established policies and directives. Supervision is exercised through subordinate supervisors over a staff of clerical and technical subordinates engaged in various phases of tenant selection activities.
Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of Public Housing and Community Development will be required to adhere to directives from the Mayor or the Mayor's designee to report to work and perform all duties assigned during a declared state of emergency.
