The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. The Program Analyst manages homeless assistance programs for households with children, including emergency shelter, homelessness prevention, rapid rehousing, and permanent supportive housing in coordination with budget and contract staff. Program monitoring assignments and responsibilities may change to correspond with changes in the Continuum of Care (CoC). Coordinates meetings and workgroups with contractors and other county human service agencies to establish uniform policies and practices. Provides consultation and guidance to contractors to support service delivery to households with children using a multi-generational, whole family approach. Provides guidance to family shelter intake process, including motel placements for families when necessary. Provides strategic planning and analyses of program performance data, develops tracking methodology, and prepares reports as needed.

This position also represents the Office to Prevent and End Homelessness (OPEH) on various workgroups that are convened to improve services for households with children experiencing homelessness. Collaborates with other divisions and departments to coordinate efforts to maintain and upgrade shelter facilities. Coordinates with leasing and facilities team when facility concerns impact program continuity to ensure no interruption in program services. Prepares monthly/quarterly/annual reports, grant applications, renewals, and presentations as needed. Reviews and approves monthly invoices, coordinates contract meetings, and yearly reviews of budget requests.

Note: The assigned functional areas of the position are, homeless assistance programs management, social work, trauma-informed care, social justice, strategic planning, analysis of program performance data, outcomes measurement, and/or contract monitoring.

Required Knowledge Skills and Abilities

Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;

Considerable knowledge of the principles, practices, and techniques relating to the functional area of business operation (e.g. personnel, budgeting and financial management, contract administration and management);

Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;

Ability to identify possible solutions for solving business problems;

Ability to evaluate proposals and solutions in terms of benefits, costs, and overall impact on the project, program, or organization;

Ability to make oral presentations to department management, other departments, or the public;

Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;

Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;

Ability to supervise and train staff;

Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:
None.
 

PREFERRED QUALIFICATIONS:

 

Experience working in a homeless services continuum of care, such as, at an emergency shelter, outreach, rapid rehousing, or permanent supportive housing.

Knowledge of factors that contribute to housing instability

Knowledge of the principles, process, and components of Housing First.

Knowledge of best practices utilized in homeless services.

Experience presenting reports to department management, contracted partners, or the public.

Experience using word processing and presentation software to prepare documents, using spreadsheet and statistical analysis software pacakages to store, manipulate, analyze, and present data.

Experience conducting project data analysis and outcome measurement practices.

Ability to use one's lived personal experience of housing instability to help assess system

barriers.

Ability to use one's lived experience to further healthy, positive interactions with

consumers and contracted providers.

Experience building rapport and maintaining effective relationships and boundaries with individuals receiving services, contracted providers, and other partners.


NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer. 


PHYSICAL REQUIREMENTS:

Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:
Panel interview; may include a practical exercise.
