Job Summary

The purpose of this position is to perform intermediate skilled technical work in the construction, installation, maintenance, and repair of buildings, plumbing, and/or electrical systems. Responsibilities also include related work as apparent or assigned.  All actions must support the HACG’s mission, vision, strategic goals, and objectives.

Essential Functions (examples of duties)

  • Performs carpentry work such as building cabinets and counter tops; pulls out exit doors and frames; hangs metal and wooden doors.
  • Repairs and replaces sheetrock, prepares and paints walls, replaces and repairs tile, replaces screens in windows and doors.
  • Replaces broken glass, repairs cabinets, doors, wall board, ceilings and roofs, door locks, etc.
  • Prepares vacant units for occupancy; handles move-ins and move-outs.
  • Performs plumbing repairs and maintenance such as unstopping sewer lines, replacing plumbing fixtures, repairing and replacing commodes, drain pipes, water lines, hot water heaters, etc.
  • Performs electrical maintenance, installation, and repair, e.g. replaces sockets and switches, installs outlets and lighting fixtures, hooks up stoves and appliances, etc.
  • Repairs and maintains air conditioning units; replaces and/or cleans filters.
  • Repairs gas ranges, space heaters, furnaces, and pilot lights; services and maintains refrigerator door gaskets, thermostats, compressors, motors, etc.
  • Performs grounds maintenance tasks including mowing grass, removing dead trees and limbs, trimming shrubs, edging lawns, raking leaves, etc.
  • Conducts preventive maintenance inspections as assigned.
  • Performs repair services after hours as required; responds to emergency calls.
  • Operates various types of machinery and equipment such as saws, sanders, drills, strippers, mowers, tillers, trucks, etc.; utilizes hand tools, plumbing and electrical tools, etc.
  • Completes paperwork as required; receives and reviews vacancy lists and work orders.
  • Maintains inventory of and orders materials, supplies, and equipment; contacts contractors and suppliers when necessary.

Education and Experience (at minimum)

High school diploma or GED and moderate experience in building maintenance including experience in construction/building trades.

OR

Any equivalent combination of education, training, and experience, in which, in the sole determination of the Housing Authority, provides the required knowledge and abilities may be considered.

Required Knowledge, Skills, and Abilities

Knowledge of:

  • the proper methods and procedures for electrical, plumbing, and carpentry repairs, installation, and maintenance.
  • building and utility maintenance and repair.
  • the building trades.
  • the policies, procedures, and activities of the department.
  • the occupational and safety precautions of the trade.
  • trade terminology.
  • the proper and safe use of equipment, machinery, tools, and chemicals necessary for assignment completion.

Skilled in:

  • the operation of trucks and other automotive equipment on as as-needed basis.
  • performing maintenance, installation, and repair operations incidental to regular duties and/or area of assignment.

Ability to:

  • read and write and to follow oral and written instructions.
  • perform manual work requiring some physical strength and agility.
  • perform work required on work orders.
  • work from direction of immediate supervisor
  • use a variety of equipment and tools for maintenance including plumbing, carpentry, electrical, and lawn maintenance.
  • exercise adequate safety precaution against safety hazards.
  • establish and maintain effective working relationships with coworkers, residents, vendors, and the general public.

Physical Requirements

This work requires the following:

  • the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force.
  • regular standing, walking, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting and occasionally requires sitting and tasting or smelling.
  • close vision, distance vision, ability to adjust focus, color perception, night vision and peripheral vision.
  • vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
  • hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • preparing and analyzing written or computer data.
  • visual inspection involving small defects and/or small parts.
  • using of measuring devices.
  • assembly or fabrication of parts within arm’s length.
  • operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
  • regular exposure to outdoor weather conditions.
  • frequent exposure to fumes or airborne particles, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment.
  • occasional exposure to wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places and exposure to toxic or caustic chemicals.
  • work is generally in a loud noisy location (e.g. grounds maintenance, heavy traffic).

Special Requirements

Valid North Carolina Driver’s License within one (1) year of hire.

Must have and maintain a current driver’s license and be insurable under the Authority’s vehicle insurance.

Possession of HVAC certification upon hire preferred.
