Position Summary: As a Moving to Work (MTW) Expansion Agency under the Landlord Incentives Cohort #3, this position reports to the Director of MTW & Strategic Initiatives. The Homeless Programs Manager manages and administrates all Homeless programs for the Southeast Alabama Coalition for the Homeless (SEACH) as the Continuum of Care (CoC) for the Wiregrass Metro Area (WMA). The position is responsible for adherence to HUD requirements, oversight of program staff and activities, appropriate client assistance, and coordination with grantors and community partners. The position coordinates and provides oversight for Homeless Connect Events, Point-in-Time Counts, and homeless outreach efforts, including volunteer management, training, and collaboration.

 

The Homeless Programs Manager is responsible for determining the need for specific levels of housing assistance and helping the household identify and obtain affordable housing with Emergency Solutions Grant (ESG), Community Development Block Grant (CDBG), Permanent Supportive Housing (PSH), Housing Choice Voucher (HCVs), Project-Based Vouchers (PBVs), Special Purpose Vouchers (SPVs), and other funding resources.

The position partners with the Wiregrass Regional Voucher Program (WRVP) staff to ensure that all special purpose vouchers (SPV) funding opportunities for the Foster Youth to Independence (FYI) initiative, Mainstream Voucher Program (MVP), Shelter Plus Care (S+C), Housing Opportunities for People with AIDS (HOPWA), Veteran Affairs Supportive Housing (VASH), and Family Stability Vouchers (FSVs) are obtained to meet the goals and objectives in the 10-Year Wiregrass Metro Area (WMA) Strategic Plan to Homelessness. The Homeless Programs Manager also monitors and measures the key performance indicators (KPIs) and tracks the metrics of this plan weekly, monthly, quarterly, and annually. The position makes presentation to the Board of Commissioners/ Directors and other organizations as necessary.

Required Education and Experience:

  • Bachelor's degree from a four-year college or university with at least five (5) years of supervisory experience working with individuals who are homeless, at risk of homelessness, domestic violence victims, behavioral health individuals, and those who need supportive housing, emergency services, and affordable housing.
  • Associate's degree from a four-year college or university with at least seven (7) years of supervisory experience working with individuals who are homeless, at risk of homelessness, domestic violence victims, behavioral health individuals, and those who need supportive housing, emergency services, and affordable housing.
  • A combination of education and experience may be considered.
  • Experience working for a Moving to Work (MTW) Expansion Public Housing Authority (PHA) is a plus.
  • Must be certified or obtain a Housing Choice Voucher (HCV) Specialist or equivalent within one year of employment.
  • Must be certified or obtain Housing Quality Standards (HQS) or equivalent within one year of employment.
  • Must be certified or obtain National Standards for the Physical Inspection of Real Estate (NSPIRE) or equivalent within one year of employment.
