Job Summary

KCHA is currently recruiting for an experienced professional to fill the role of Financial Planning Manager.  This position reports to the Vice President of Finance and is based at our central office located in Tukwila, Washington.

The Financial Planning Manager will have oversight of the budgeting process and performing financial analysis for KCHA. Key responsibilities include:

Managing the budgeting, forecasting, and long-term planning process.

Managing the workforce budget.

Supporting decision-making by providing stakeholders with timely, detailed, and meaningful insights and visibility on business performance.

Identifying areas for technology adoption and streamlining.

Supervising and developing a team of Planning Analysts.

Essential Functions

The Financial Planning Manager will:

Oversee the development of the annual operating and capital budgets in order to:

Coordinate and create proposals for budget initiatives.

Evaluate staffing proposals.

Assess practicality of proposed plans and projects.

Distribute the final budget.

Act as a financial resource to senior staff.

Train staff on budget processes and procedures. 

Establish budget procedures; examine existing processes and implements change to improve efficiency, success, and value.

Prepare mid-year budget revisions to reflect changes in operations and presents changes to the board.

Analyze budget to actual financial performance by department to identify tendencies and variances; make recommendations; give explanations on significant adjustments and detects items requiring adjustment to directors.

Ensure that financial systems and software are set up for budget development; manage the maintenance of databases for reporting and analytical purposes.

Recommend the hiring of department personnel; assign, direct, train and inspect the work of staff; reward, discipline, coach, counsel and evaluate staff performance; create staff schedules; recommend transfers, promotions, suspensions, terminations, and demotions; develop goals and initiatives for staff.

Qualifications and Competencies

Required Qualifications: 

Bachelor's degree in Accounting, Finance, Economics, or a related field AND

Extensive (more than 5 years) experience in budgeting, accounting, finance and/or financial planning & analysis including supervisory experience OR

An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Required Knowledge, Skills and Abilities: 

Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position including:

Policies, procedures and practices of public and/or business administration, Authority regulations, policies and procedures.

General laws and administrative policies governing public housing finance practices and procedures.

GAAP, accounting principles, and internal controls; thorough knowledge of accounting functions including accounts payable, accounts receivable, banking/treasury, payroll, development accounting, grant accounting, and HUD Housing Choice Voucher Program accounting.

Financial planning, reporting, and control procedures, accounting and budgeting within public housing.

Communicates plans and activities with internal and external partners in a manner that supports strategies for involvement and accomplishment of mission and outcomes via multiple methods.

Proficient in developing, comprehending, interpreting, articulating, and applying policies and procedures.

Presents proposals and recommendations with clarity, logic, and persuasiveness.

Interprets and explains complex data analyses and research findings for technical and non-technical audiences.

A collaborative team member who is also a strong leader with well-developed organizational and time management skills; works cooperatively, exchanges ideas, and addresses issues in a constructive manner while regularly inviting feedback and suggestions.

Demonstrates mastery of Microsoft Office Suite software (Word, Excel, Access a plus) as well as the ability to master new database and communications software quickly and easily; ability to utilize automated accounting systems.

Strong organizational skills to manage multiple projects as well as the flexibility to handle shifting priorities as new projects are assigned; ability to keep functioning effectively when under pressure; checks work to ensure accuracy and completeness.

Establishes and nurtures relationships with stakeholders, regularly inviting feedback and suggestions; ability to work cooperatively with and offer assistance to others.

Special Requirements:

Consent to and pass a credit and criminal records background check.

The successful candidate will need to have access to reliable transportation to meet the business needs of the Agency.

Salary & Benefits: 
The starting salary range for this position is $124,826.83 - $157,905.60 annually. The complete salary range for this position is $124,826.83 - $190,985.57 annually. Performance based merit increase opportunities and COLAs are reviewed on an annual basis. Work Environment:
Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed.  After initial onboarding, this role may have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. The ability to report to the Central Office in Tukwila will be required.

Physical Work Environment:
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
