SCOPE

The Director of Real Estate Development and Asset Management will assist the Assistant Executive Director with real estate planning, asset management, and implementation related to the OCHA and CEC Strategic Investment Plan. Activities will include real estate acquisition, renovation, and redevelopment efforts as well as Asset Management and compliance for the Oklahoma City Housing Authority (OCHA) and the Community Enhancement Corporation, a 501(c)3 nonprofit development corporation and instrumentality of OCHA.

 

ACCOUNTABILITY

Directly responsible to the Assistant Executive Director (AED) of Development and Community Revitalization.

 

EXAMPLES OF WORK PERFORMED

Real Estate Development

Works with the AED of Development to plan and implement the OCHA/CEC strategic investment plan and real estate development program;

Supervises OCHA staff, including the Construction Manager, and others as assigned;

Coordinates with Architects, Engineers, Housing Authority Staff and HUD in activities related to OCHA / CEC real estate development activities;

Manages production of predevelopment activities from consultants, including but not limited to market studies, energy studies, capital needs assessments, and appraisals;

Coordinate the preparation and submittal of financing applications, including but not limited to: Low Income Housing Tax Credits, National Housing Trust Funds, HOME Funds, CDBG, Section 18 Demolition/Dispossession -, and Rental Assistance Demonstration (RAD);

Establish and maintain relationships with affordable housing and service providers throughout the region;

Prepares and reviews financial analyses for real estate projects;

Reviews construction and management plans for compliance with Fair Housing;

Manages projects from predevelopment through construction, maintaining information and relationship with investors and lenders;

Prepares and monitors project schedules;

Convenes and leads Project Management Team meetings in coordination with the Construction Manager and the AED of Development and Community Revitalization, other OCHA staff and related subcontractors as needed;

Maintains knowledge of programs/policies related to fair housing, public housing redevelopment, RAD, low income housing tax credits, and other related areas of affordable housing development;

Has knowledge of single family and multi-family real estate fields, of the bond market, bond issues, bond financing, of local, state and federal laws and regulations regarding the development and financing of housing programs, and of neighborhood revitalization;

Coordinates Resident Outreach services throughout redevelopment/conversion process, including supervision of the Resident Outreach Coordinator;

Creates maps, reports and other tools used for core job responsibilities;

Asset Management

Coordinate with supervisor and other team members to provide analysis and recommendations to maximize financial stability and efficiency of OCHA/CEC assets, and the OCHA/CEC as a whole; 

Monitors application and waiting list activity, rent collections, vacancies, unit turnaround, and unit maintenance;

Prepare annual property status reports, and next-year property maintenance/management strategies;  

Coordinate the submission of all relevant financial compliance reports to Housing and Urban Development (HUD), Oklahoma Housing Finance Agency (OHFA), or other agencies providing construction or operating funding;

Manage the compilation of financial statements to submit for review by owners, investors, and lenders;

Coordinate with agency Certified Public Accountant (CPA) firm and Audit firm to submit Internal Revenue Service (IRS) returns and materials for annual financial audits; 

Coordinate with regional and property managers to ensure timely reporting of expenses, setting operating expense budgets, and tracking expenses through the calendar year;

Reviews and monitors tenant compliance staff to ensure all relevant files are consistent and managed effectively, that submissions to OHFA and other agencies are made as required, and that properties stay within program compliance;

Prepare an annual capital investment plan;

Manage and monitor property replacement reserves;

Performs other duties as assigned.

Qualifications

Minimum Educational Requirements, Licenses, Skills, Abilities, Experience

Bachelor’s Degree (Master’s Degree preferred) in Real Estate Development, Urban Planning, Architecture, Business Administration, or similar field; and 5 - 8 years of related experience in real estate development or urban planning. Knowledge of statistics and real estate finance. Experience with Geographic Information Systems (GIS), Microsoft Excel, and database creation and maintenance.

Organized with knowledge and skills in housing and Project Management. Self-motivated and able to perform efficiently and effectively with little or no supervision. Excellent written and analytical skills. Ability to maneuver between various computer office programs and office equipment.

Ability to meet the public and interact with residents and Authority personnel in a positive and effective manner. Ability to establish and maintain an effective working relationship with others, deal tactfully with the public, handle confidential work with discretion and follow complex oral and written instructions. Possess strong human relations skills. 

Candidates should have knowledge of fair housing and civil rights issues or have the ability to obtain training in those areas within 6 months of employment.

Valid Oklahoma Driver License with a satisfactory driving record.

 

PHYSICAL:

Ability to travel to potential development sites, construction job sites for meetings and inspections. Ability to read and prepare written reports, maps, and computer products. Ability to write reports, maintain logs, and enter data in the computer. Ability to communicate clearly with others by telephone and in person. Ability to sit for prolonged time periods. All physical requirements are evaluated based on the ability to perform, with or without reasonable accommodation under the ADA.

 

Working Conditions

Working conditions are stressful at times due to the volume of workload. Must be able to work independently and manage workload.
