General Statement of Job

The Director of Operations for Housing Choice Voucher plans, manages, and coordinates activities within the authority to ensure that all service delivery objectives, goals, and principles of Housing Choice Voucher Programs are efficiently, effectively, and properly attained in accordance with HUD regulations and guidelines.  The Director of Operations for Housing Choice Voucher works alongside the Director of Strategy and Development for Housing Choice Voucher to ensure the program is operating efficiently and prepared for long-term sustainability.

Specific Duties and Responsibilities

Essential Duties:

Manages in excess of 4500 vouchers and coordinates programs to ensure that planned services are completed according to prescribed policies, strategies, time frames, and budgetary limitations.

Oversees Housing Choice Voucher activities, operations, and services related to Housing Choice Voucher occupancy, lease-up, continued eligibility, and inspections of housing units.

Oversees contract negotiations with property owners, the initiation of Housing Assistance payments, and the preparation of applications for new and on-going Housing Choice Voucher Programs.

Manages and oversees the supervision of the Housing Choice Voucher Department.

Plans and coordinates operations and services related to the initial screening and selection of eligible applicants for occupancy assistance and maintain the waiting lists for programs.

Develops and implements authority policies, procedures, and standards relating to Housing Choice Voucher and admissions programs.

Modifies and implements changes to internal policies and procedures as appropriate to enhance the quality, responsiveness, and effectiveness of services provided through the authority.

Provide training, instruction, and guidance to subordinate employees to ensure their knowledge of proper equipment and use of accepted work processes and standards.

Manages the performance of assigned personnel to obtain optimum work output, in relation to critical work schedules and quality standards.

Monitors and corrects employee actions or behavior to ensure adherence with required policies, procedures, systems, and rules.

Plans and recommends the annual operating budgets and financial targets in accordance with known operational needs, strategies, and objectives.

Manages and oversees budget expenditures and the use of proper cost control and recovery measures to ensure the effective and efficient utilization of all financial resources within or below approved budgetary limitations.

Develops and prepares applications for additional funding for Housing Choice Voucher Programs and services.

Oversees the coordination and administration of special programs offered by community partners such as Permanent Supportive Housing Voucher and other vouchers for specific populations.

Performs other related duties as required.

Education, Experience, and Licenses

Bachelor’s degree in Public or Business Administration or related field required.

Three to five years experience; or an equivalent combination of education and experience.

Knowledge, Skills, and Abilities

Ability to communicate effectively both orally and in writing.

Ability to establish effective working relationships with representatives of a variety of federal, state, and local agencies and organizations involved in housing programs.

Ability to motivate and train employees, and promote and maintain morale, cooperation, and productivity among subordinate personnel.

Ability to interact effectively with participants, residents, applicants, owners, and staff in a courteous and positive manner.

Ability to prepare and/or process purchase orders.

Ability to make recommendations that impact the budget.

Ability to manage the budget within assigned unit/division.

Ability to manage the budget within assigned department.

Ability to oversee purchasing authority up to $10,000 without approval from supervisor.

Ability to use small office equipment, including copy machines or multi-line telephone systems.
