Summary

The primary purpose of this position is to manage the technical aspects of assigned development and modernization projects including, but not limited to, mixed finance developments and modernization projects.  A technical resource to development and project management that both prepares and reviews 3rd party independent cost estimates, scopes of services for professional services, A/E services, scopes of work for construction work, technical studies and reports, design documents and provides licensed professional seal to prepared drawings for small modernization projects (if the successful candidate is a licensed architect), conducts daily onsite inspections of assigned projects and prepares daily construction reports, meeting minutes (as applicable) and provides technical assistance/guidance to all department staff as requested.

The successful candidate shall be responsible for performing quality control reviews for all assigned technical documents by adhering to department procedures to minimize potential errors, omissions, change orders and to continue to maintain an audit free capital program environment.

All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.

 

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Implement quality control reviews of technical aspects of assigned development and modernization activities including design processes, construction administration and construction management.
  • Must be familiar with and gain a clear understanding of local Code requirements applicable to HACP’s portfolio and jurisdiction for construction projects;
  • Must conduct code reviews and constructability reviews on all assigned projects with the objective of minimizing errors, omissions and change orders.
  • Must be familiar with and gain a thorough understanding of Uniform Federal Accessibility Standard (“UFAS”) requirements and successful implementation strategies.
  • Prepare design documents and/or sketches and specifications for small projects, as assigned and provides licensed professional seal to prepared drawings and able to secure Construction Permits for in-house construction projects (as applicable if a licensed architect).
  • Performs quality control reviews and provides recommendations/approvals of 3rd party technical studies and reports, design documents and specifications to ensure compliance with applicable code requirements.
  • Provide value engineering comments and suggestions.
  • Prepare Independent Cost Estimates (“ICE”) for varying types of goods and services.
  • Perform reviews of construction project scopes of work and prescribe recommendations on appropriate U.S. Department of Labor Davis Bacon Wage Determination Construction Types.
  • Prepare baseline construction schedules as assigned and perform quality control reviews and provide recommendations/approvals of 3rd party construction schedules and submittals.
  • Conduct daily field visits on assigned projects as needed to monitor the quality of construction.
  • Monitor construction schedules.
  • Review/recommend construction progress payments.
  • Review/recommend construction change orders, if any, accompanied by written justification required by HUD regulations.
  • Monitor contractor compliance with applicable federal and local laws, regulations and requirements.
  • Prepare daily field inspection/construction reports.  
  • Prepare monthly and weekly reports describing current issues and status of projects assigned.
  • Inspection of all construction work including renovation and new construction as assigned by the CDO.  Ascertains that such work meets the required contract and plan specifications.
  • Inspection of materials such as steel, piping, concrete, brick and other building materials delivered to the work site for conformity to contracts, plans, and specifications.
  • Preparation of evaluation reports of contractors’ performance.
  • Assist in the preparation of priority schedules of extraordinary maintenance of future modernization.
  • Confer with contractors, interprets and explains contracts, plans, and specifications to HACP’s internal staff and contractors when required.
  • Inform contractors when contracts, plans, and specification(s) requirements are not being met and report such instances to development and project managers and superiors.
  • Prepare and maintain daily logs of workers’ equipment and materials used on construction work and submits progress reports.
  • Maintains As-Built & Record Plans for assigned projects.
  • Assist in the preparation of all reports necessary to the Federal Government and the Housing Authority concerning specific construction.
  • Verify quantities, prices, and materials used in construction for computing payments and adjustments, as necessary.
  • Inspect safety practices used on construction being performed for the Authority.
  • Make recommendations for new procedures or for the correction of practices which are not up to the standard of the Authority and contracts being inspected with special emphasis on plumbing and electrical codes.
  • Know and follow job safety procedures.
  • Supervise/inspect construction on Development/Mixed Finance Projects and document activities with Daily Construction Reports including materials and labor utilized and photographs.
  • Attend Owner’s Meetings and provide technical assistance to Development & Project Management personnel.
  • Conduct HUD-11 Employee Interviews and follow-up with department Wage Compliance and development/project management staff on complaints/concerns.
  • Review and recommend approval on payment requests as assigned.
  • Performs other duties as assigned.

 

Education and/or Experience 

Bachelor’s Degree in Architecture, Engineering, Business or related field and a minimum of 5 years comparable construction experience; and 2 years comparable field inspection/supervision experience.  The candidate may be an Architect, but a licensed Architect in Pennsylvania is preferred. An equivalent combination of education and experience may be considered.  The successful candidate may be a licensed architect, but it is not required.  Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan.

 

Technical Skills

To perform this job successfully, the employee should have strong computer skills Microsoft  (Word, Excel, Project); database software; project management software.  Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to travel to various Authority properties. Daily movements include fingering, sitting; standing; reaching, stooping/crouching, and handling/grasping; operating computers and other office equipment; driving, moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 30 pounds.

Position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. Works indoors and outdoors in dry, wet, hot, cold, and windy conditions. The noise level may be loud and the environment may be more hazardous due to hazardous materials and heavy tools/machines than a standard office environment. This position may be required to work with contractors as well as Authority residents and within occupied residences.
