Position Summary: Dothan Housing is dedicated to developing and strengthening affordable housing opportunities that embrace practices in a high-value organizational culture. Most recently, DH merged with the Southeast Alabama Coalition for the Homeless (SEACH) and became a HUD-recognized Continuum of Care (CoC). DH provides affordable housing, homeless programs, and services throughout the Wiregrass Metro Area (WMA), including the five counties of Houston, Geneva, Dale, Henry, and Coffee.

As a Moving to Work (MTW) Expansion Agency under the Landlord Incentives Cohort #3, this position, with limited supervision, reports to the Chief Operating Officer (COO). The Chief Administrative Officer (CAO) plays a pivotal role in Dothan Housing's (DH’s) executive leadership team, contributing significantly to the organization's success. The CAO's responsibilities span oversight for the Resident Services & Engagement Department-Building Opportunities toward Self-Sufficiency, Inc. (BOSS), Human Resources & Training Department, workforce development, and strategic planning for DH and its instrumentalities. The position also provides executive leadership oversight for the MTW initiatives related to economic self-sufficiency, work requirements, mobility programs, and housing counseling and education.

The CAO is also responsible for successfully implementing, monitoring, and measuring the key performance indicators (KPIs) of the Purpose 2025 and Purpose 20230 strategic plans in the Rhythm strategic planning software to increase overall productivity and performance for DH and its instrumentalities. The position provides executive leadership oversight for developing and implementing the comprehensive written annual grants management plan strategy for donors, foundations, and other grant-giving institutions for BOSS, DH, and DHA Building Blocks. The CAO serves as the organizational development liaison and oversees change management initiatives, staff training, cross-training, and Diversity, Equity, Inclusion, & Belonging (DEIB) programs and initiatives in a high-value organizational culture.

Required Education/Experience:

  • Master’s degree in Adult Education and Training, Social Work, Public or Business Administration, Human Services or Resources, or related experience preferred with a minimum of five (5) years of supervisory experience in workforce development, social services, career center services, community college adult education, YouthBuild, or Section 3 programs.
  • Bachelor’s degree in Adult Education and Training, Social Work, Public or Business Administration, Human Services or Resources, or related experience preferred, with a minimum of ten (10) years of supervisory experience in workforce development, social services, career center services, community college adult education, YouthBuild, or Section 3 programs.
  • A combination of education and experience may be considered.
  • Experiences with the required degree must include working for a Moving to Work (MTW) Public Housing Authority (PHA) or in a public or non-profit organization, human services, and community building/economic development, preferably in low-income communities is a plus.
  • Must be certified or obtain Certified Workforce Development Professional (CWDP) certification or equivalent within two years of employment.
  • Must obtain a Certified Nonprofit Professional (CNP) credential or equivalent within two years of employment.
  • Must be certified or obtain Family Self-Sufficiency (FSS) Specialist or equivalent within one year of employment.
  • Must be certified or obtain Self-Sufficiency Coordination or equivalent within one year of employment.
  • Must be certified in Diversity, Equity, & Inclusion (DEI) within one year of employment.
  • Must be certified Ready to Rent (R2R) Instructor or equivalent within one year of employment.
  • Must be certified or obtain Procurement & Section 3 certification or equivalent within one year of employment.
