Are you a dynamic, results-driven property management professional? Vancouver Housing Authority (VHA) is seeking a highly motivated Asset Manager for general management and oversight of VHA properties in the third-party managed portfolio by maximizing NOI in accordance with property budgets and policies, as well as minimizing individual property vacancies.
At the Vancouver Housing Authority (VHA) we work closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty. We provide affordable housing and housing assistance to low-income residents in Clark County. This position provides management, direction, and leadership to Property Managers and other assigned staff and ensures the properties are maintained and operated in accordance with VHA objectives and applicable regulatory requirements including HUD and LIHTC.
Your skills and experience will support our mission as you:
Manage and oversee all operations including property maintenance, capital improvements, rent collections, lease administration, budgeting, and marketing for assigned portfolio.
Manage and monitor property budgets and marketing to maintain an awareness of the current financial status of each asset and alert the Director of Property Management of any recommended changes. Coordinate any approved changes with third party management. Including capital plans for assigned portfolio to ensure budgetary control.
Make timely rent and concession recommendations based on market conditions and availability.
Professionally handle property-owner resident escalation issues personally to resolve issues.
Manage HOA/Condo Association relationships including budgeting, and conflict resolution.
Manage contracts with vendors and service providers in accordance with VHA procurement policies.
Supports the Real Estate team with acquisitions and dispositions in ongoing management of existing assets.
Ensure accurate reporting and compliance related to HUD and LIHTC with regards to housing occupancy, management, re-certification, EIV, MOR, and REAC inspections.
Prepare, in coordination with Finance and Asset Management, annual documentation and requests to HUD for contract renewals and rent increases, including utility allowance analyses; capital needs and replacement reserve analyses; HUD budget forms and required tenant notifications.
Review property budgets, income statements, and variance reports, as well as leases/rent roll analyses and other applicable information for portfolio and asset management review.
Visit properties frequently and conduct site inspections. Monitor service requests for completion, timeliness, and resident satisfaction. Work with site management to ensure development and implementation of preventative maintenance programs as needed.
Coordinate with IT on property data and reports in Elite, and on reporting in WBARs.
Ensure that resident selection, leasing, and waiting lists are in compliance with all laws. Ensure that the policies are correct for each program as set by HUD and other regulating Agencies.
Ensure realistic and consistent efforts towards resident involvement, positive resident relations, and response to expressed resident services coordinators, when applicable.
Pay and Benefits
The starting salary range for the final candidate hired in this position will fall within $86,856 - $95,541 per year based on experience. In compliance with the Equal Pay & Opportunities Act the full salary range for this position is $86,856 - $133,752 per year.

Requirements
BA in business, finance, accounting, or related subject plus at least 4 years related experience in property management or related environment and a minimum of 1-year supervisory experience in a housing environment. Alternatively, in lieu of education, 7 years of industry-related experience with minimum of 3 years of experience supervising staff.
Experience working within HUD, Section 8, low-income housing tax credits and other affordable housing requirements.
Working knowledge of Fair Housing Laws so that policies and actions are administered in compliance with Federal, State and Local laws.
Thorough understanding through experience, education, and certification of all HUD regulations as stated in the HUD 4350.3 with regards to subsidized housing occupancy, management, re-certification, EIV, and MOR and REAC Inspections
Ability to communicate clearly in both oral and written forms with a diverse population.
Certified Property Manager (CPM) preferred.
Must have valid driver’s license and meet VHA auto insurance requirements.
