King County Housing Authority is currently recruiting for a talented Accounting Manager to work with Finance Department located in Tukwila, Washington. 

The Department
The Finance Department provides vital services to internal employees, program participants, outside investors, and a wide array of other stakeholders.
 
The Position
The Accounting Manager is a key member of the Finance Department. The position will perform complex skilled technical work supervising and managing the daily operations of the accounting staff, coordinating the accounting functions of tenant accounting, travel coordination, travel compliance, purchase card (P-card) & prepaid card program administraion and related work as apparent or assigned.  Under the general direction of the Assistant Vice President of Finance, this position will excercise continuous supervision over up to five entry-to-mid-level accounting staff.  They will also lead their team in process improvement efforts and other key initiatives in support of KCHA’s mission.

Essential Functions

Key responsibilities of the Accounting Manager include:
 

Oversees staff and accounting operations in the areas of tenant accounting, travel coordination, travel compliance and purchase card (P-card) & prepaid card program administration.

Recommends the hiring of department personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; creates staff schedules; recommends transfers, promotions, suspensions, terminations, and demotions.

Enforces policies and procedures; monitors and implements internal controls to protect resources; assesses the department on a consistent basis to identify and implement process improvements.

Prepares special reports by collecting, analyzing, and summarizing information and trends; reviews and approves various reports and journal entries to ensure precision, timeliness, and follows applicable policies, procedures, and laws; provides guidance on general ledger coding and proper documentation.

Executes and reviews account reconciliations.

Performs accounting software maintenance and configurations.

Enforces policies and procedures; reviews, updates, and writes policies and procedures to ensure compliance with payroll laws, regulations, and internal policies as needed.

Analyzes internal processes to ensure sufficient internal control; assesses the department on a consistent basis to identify and implement process improvements.

Directs Federal and/or State filings and reporting processes to confirm accuracy and completeness.

Mentors staff in preparation for the next stage in their careers.

Other responsibilities of the Accounting Manager may include:
General ledger management

Prepare, review, and approve complex journal entries

Assist internal customers with GL coding

Fund allocation maintenance

Manage year-end close processes

Accounting

Manage accounts payable operations

Property metrics and analysis

Payroll

Cash Receipts

Section 8/HCV Accounting Operations

Greenbridge/Development Accounting

Other duties as assigned

Qualifications and Competencies

Required Qualifications:

Bachelor's Degree in Accounting, Economics, Finance or a related field AND

Extensive experience in finance and/or accounting operations including supervisory experience; governmental accounting operations experience preferred OR

An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Required Knowledge, Skills and Abilities:Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position including:

Policies, procedures and practices of public and/or business administration, Authority regulations, policies and procedures; 

General laws and administrative policies governing public housing finance practices and procedures;

GAAP, accounting principles, and internal controls; thorough knowledge of accounting functions including accounts payable, accounts receivable, banking/treasury, payroll, development accounting, grant accounting, and HUD Housing Choice Voucher Program accounting;

Financial planning and control procedures, accounting and budgeting within public housing.

Communicates effectively and collaboratively with individuals, and internal and external stakeholders; applies effective written and oral communication techniques to convey clear and timely messages.

Strong organizational and time management skills to manage multiple projects as well as the flexibility to handle shifting priorities as new projects are assigned; ability to keep functioning effectively when under pressure; checks work to ensure accuracy and completeness; follows up with others to ensure that agreements and commitments have been fulfilled.

Establishes and nurtures relationships with stakeholders, regularly inviting feedback and suggestions; ability to work cooperatively with and offer assistance to others.

Ability to think critically and act logically to evaluate situations, solve problems, and make decisions; identifies and analyzes problems using analysis and critical thinking skills and offers best solution/recommendation or action for resolution; develops and creates ideas, processes and approaches.

Adapts to changing business needs, conditions, and work responsibilities; responds positively to change, embracing and using new practices or values.

Work effectively and positively with individuals of diverse cultural and socioeconomic backgrounds and educationally diverse populations; values diversity; treats other with respect.

Demonstrates mastery of Microsoft Office Suite software (Word, Excel, Access a plus) as well as the ability to master new database and communications software quickly and easily; ability to utilize automated accounting systems.

Special Requirements:

Consent to and pass a credit and criminal records background check.

Position will require occasional travel off-site for KCHA business needs.

Salary & Benefits: 
The starting salary range for this position is $112,510.38 - $141,201.49 annually. The complete salary range for this position is $112,510.38 - $169,891.42 annually. Performance based merit increase opportunities and COLAs are reviewed on an annual basis. Work Environment:
Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed.  After initial onboarding, this role may have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. The ability to report to the Central Office in Tukwila will be required.

Physical Work Environment
 This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
