Position Summary:
HACS is seeking an experienced and strategic HCV Director to lead and manage the Housing Choice Voucher program. The HCV Director is responsible for overseeing all operational aspects of the program, ensuring regulatory compliance, improving program performance, and enhancing housing opportunities for families in need.
Key Responsibilities:
Direct, plan, and manage the daily operations of the HCV program, including intake, eligibility, leasing, inspections, recertifications, and landlord relations.
Monitor compliance with HUD regulations, HACS policies, and federal, state, and local laws.
Manage program budgets, ensure accurate and timely reporting, and oversee financial integrity of HCV funds.
Lead a team of HCV staff, providing guidance, training, and performance evaluations.
Develop and implement policies, procedures, and program improvements to increase efficiency and effectiveness.
Serve as a liaison to HUD, landlords, community partners, and residents.
Prepare for and respond to audits, SEMAP reviews, and other monitoring activities.
Qualifications:
Bachelor’s degree in Public Administration, Business, Social Work, or a related field (Master’s preferred).
Minimum of five (5) years of experience managing an HCV Program.
Strong knowledge of HUD’s HCV regulations, policies, and reporting requirements.
Experience with program budgeting, compliance monitoring, and staff supervision.
Excellent communication, analytical, and organizational skills.
