Position Summary Under general direction from the Executive Director, the Housing Manager oversees the administration and management of the Agency’s housing programs, ensuring compliance with federal, state, and local regulations. Your leadership will drive the effectiveness of the Housing Choice Voucher (HCV) and other housing programs, working to enhance service delivery, maintain high performance standards, and support the Agency’s mission of providing quality housing to low-income families. 

Responsibilities The following responsibilities illustrate the scope of work. The omission of specific tasks does not exclude them if they are related or logical extensions of this role:

  • Oversee daily operations of the Housing Choice Voucher Program (HCV), including eligibility determinations, recertifications, landlord relations, waitlist management, general customer service, portability, leasing, lease enforcement and other tasks associated for approximately 700 HCV families and 167 affordable units.
  • Ensure compliance with HUD regulations, fair housing laws, and agency policies while implementing necessary program updates. 
  • Manage program budgets, track expenditures and fund utilization, and ensure timely disbursement of Housing Assistance Payments (HAP) and administrative fees. 
  • Supervise, train, and evaluate staff, providing guidance on case management, tenant and landlord relations, and regulatory compliance. 
  • Maintain accurate records, submit required reports (e.g., PIC, SEMAP), and respond to HUD and other audits with corrective action plans and implement those plans successfully ensuring LHA remains a High Performer with no audit findings.
  • Collaborate with landlords, tenants, and community partners to promote program participation, provide education, and resolve disputes. 
  • Develop and enforce policies and procedures to enhance program integrity, prevent fraud, and ensure compliance with Housing Quality Standards (HQS) or applicable inspections standards as well as general programmatic standards. 
  • Represent the agency in meetings with HUD, local officials, and stakeholders, fostering partnerships to improve service delivery. 
  • Monitor program performance, identify areas for improvement, and implement process enhancements.
  • Provide general oversight of affordable housing portfolio and serve as a technical resources to staff.
  • Oversee program utilization, budget utilization, and overall occupancy levels ensuring maximized cash flow of properties and programs.

Education and Experience

Any equivalent combination of education and experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

A bachelor’s degree from an accredited four-year college or university with major coursework in public administration, real estate, finance, business administration, social services or other related field and five (5) years of increasingly responsible experience in supervision, general administration, affordable housing, PHA management, or other related field. Master’s Degree preferred.

Certifications Required The following certifications must be obtained within a designated period after being hired:

  • HCV Executive Management
  • Rent Calculation Certification
  • Housing Quality Standards (HQS) Inspector Certification or NSPIRE
  • Enterprise Income Verification (EIV) System Training
  • Fair Housing Compliance Certification

Knowledge and Skills

  • Expertise in Housing Programs & Regulations – In-depth knowledge of HUD regulations and federal, state, and local laws governing public housing authorities, Housing Choice Voucher management, and property management.
