HUD Programs Funded Through March as Congress Passes Continuing Resolution to Keep Government Open

On Saturday, December 21, President Joe Biden signed H.R.10545, the “American Relief Act, 2025”. The continuing resolution (CR) prevents a government shutdown, funding federal agencies through March 14. The CR offers economic relief to farmers as well as emergency aid to communities affected by Hurricanes Milton and Helene and other natural disasters. H.R. 1045 was passed with bipartisan support in both chambers, by a vote of 85-11 in the Senate and 366-34 in the House.

The CR includes no “poison pills” or objectionable policy riders which allowed the bill to pass with both Republican and Democratic support. However, CLPHA remains concerned about the proposed funding levels for public housing and the recent Housing Choice Voucher Program funding shortfall. CLPHA will continue to advocate for our funding priorities, and we will inform our members on the next steps by Congress in finalizing the final FY25 appropriations bills.
