The Housing Assistance Division (HAD) of the Los Angeles County Development Authority (LACDA) Is responsible for the administration of the Housing Choice Voucher (HCV) Program. The LACDA administers over 26,000 Housing Choice Vouchers for the County of Los Angeles, as well as other targeted and grant-funded rental subsidy programs. The Housing Assistance Division partners with 10,000 landlords, helping eligible families afford safe, decent, high-quality rental housing.
POSITION OVERVIEW
Under the general direction of the Assistant Manager of Management Services, leads the Systems and Training units, and is responsible for planning, organizing, supervising, reviewing, training, and evaluating the work of staff and for providing technical support to management in a variety of areas.
ESSENTIAL JOB DUTIES

- Plans, organizes, assigns, supervises, and reviews the work of staff providing support to either Authority internal business administration functions, operations, and/or direct service delivery within an assigned department; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
- Coordinates assigned services and operations with those of other departments and outside agencies.
- Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
- Prepares and proofreads a variety of technical reports, letters, memoranda, correspondence, and other written materials; independently composes correspondence and reports related to assigned area of responsibility; develops, designs, and produces charts, graphs, presentations, and spreadsheets; prepares and conducts presentations for a variety of audiences, as assigned.
- Provides direction and oversight related to projects within assigned area of responsibility, including project management staff; develops plans, solicits and evaluates bids, reviews and directs project progress and compliance, consultants and/or project staff, and ensures project completion and deliverables according to budget, timelines, and project specifications.
- Monitors activities of assigned work unit(s) to ensure compliance with federal, state, and local laws, regulations, ordinances, and requirements, as well as Authority policies, procedures, and protocols; prepares and oversees the accuracy of required progress and/or compliance reports.
- Participates in preparing and disseminating public information relating to assigned programs, projects, and activities; prepares presentations for various community groups, residents, special events, and other stakeholders; develops marketing and outreach plans, strategies, and material; responds to the community, outside agencies, and internal divisions regarding assigned programs, projects, and activities.
- Monitors changes in laws, regulations, and technology that may affect assigned operations; assists in the implementation of policy and procedural changes as required; informs and educates staff regarding changes.
- Performs the most complex or confidential work assigned to the work unit; answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other divisions, and agencies; recommends corrective actions to resolve issues.
- Maintains files, databases, and records related to assigned functions, programs, and/or activities of the work unit(s); prepares a variety of written reports, memoranda, and correspondence.
- Establishes and maintains contact and working relationships with other Authority divisions, local, state, and federal agencies for acquisition of necessary information, and/or for the implementation of cooperative programs and activities.
- Represents the Authority in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
- Ensures staff observe and comply with all Authority and mandated safety rules, regulations, and protocols.
- Performs other related duties as assigned.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
- Equivalent to a bachelor’s degree from an accredited college or university with major coursework in business or public administration, sociology, finance, urban planning, or other field related to assigned area of responsibility.
Experience:
- Three (3) years of increasingly responsible experience administering comprehensive programs and services related to assigned area of responsibility, including one (1) year in a lead capacity.
HIGHLY DESIRABLE
- Experience administering HUD rental assistance programs including income-based eligibility, Section 8 voucher management, fair housing compliance, and providing direct support to participants through the application and benefits process
- Experience developing, coordinating, and/or evaluating training materials/programs
- Experience utilizing the U.S. Department of Housing and Urban Development Web Access Security Subsystem, Enterprise Income Verification, PIH Information Center, Yardi Voyager, Yardi Rent Café, Housing Authority Registration Portal, and Laserfiche.
