CLASS SUMMARY:
Provides strategic leadership and oversees the daily operational functions of the Housing Authority, ensuring
efficient management of housing programs, property maintenance, and tenant services. This role is integral to
meeting organizational goals, maintaining compliance with federal and state regulations, and promoting a high
standard of living for residents.
TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)
1. Ensure operational efficiency across property management, maintenance, tenant services, and leasing operations. Developing and implementing operational strategies aligning with organizational goals.
2. Direct day-to-day operations, including resource allocation and workflow management.
3. Monitor program performance and implement corrective actions as needed.
4. Supervise property maintenance programs to ensure facilities are safe, habitable, and aesthetically maintained.
5. Coordinate capital improvement projects and major repairs.
6. Manage budgets related to property operations and maintenance.
7. Collaborate with the finance department in budget preparation, monitoring, and fiscal control.
8. Identify cost reduction opportunities and maximize resource utilization.
9. Ensure operational expenditures comply with approved budgets and funding agreements.
10. Foster positive tenant relations, addressing concerns promptly and effectively.
11. Engage with community partners, stakeholders, and regulatory agencies to promote effective collaboration.
12. Ensure accurate and timely reporting to regulatory authorities, including LIHTC and HUD.
13. Maintain documentation and records as required by laws and regulations.
14. Lead internal audits and reviews, effectively addressing findings.
15. Foster a culture of accountability, continuous improvement, and professional growth.
16. Develop and enforce policies and procedures to guide operational activities.
17. Performs other duties of a similar nature or level.
TRAINING AND EXPERIENCE (positions in this class typically require): · Bachelor’s degree in Business Administration, Public Administration, or a related field · At least 7-10 years of progressive experience in public housing or related field. · Demonstrated leadership, organizational, and communication skills. · Proficiency in budget management and operational oversight.

KNOWLEDGE (position requirements at entry): Strong knowledge of LIHTC and HUD regulations and compliance requirements.

PHYSICAL REQUIREMENTS: · Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions. · Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
