King County Housing Authority (KCHA) is currently recruiting for a seasoned and dedicated leader to fill the Property Manager (PM) vacancy for Wonderland Estates located in Renton, WA and Rainier View located in Black Diamond, WA. 

The new Property Manager will perform administrative and supervisory work managing the operations of Wonderland Estates in Renton and Rainier View in Black Diamond, both manufactured senior housing communities for age 55+ residents. This person will ensure that the properties are operated in an efficient, cost effective manner while overseeing the sale of homes and ensuring property upkeep. Routine duties include marketing vacant lots and vacant manufactured homes; delivery and the removal and site preparation of manufactured homes; assisting in the sale and title transfer of homes; tenant accounting; and resolving homeowner issues.  The Property Manager will ensure that all daily work orders, emergencies, and maintenance items are scheduled and performed and that homeowner issues are handled in a timely and effective manner; there is no on-site maintenance staff and all maintenance items will be scheduled via vendors by the PM.

Essential Functions

The Property Manager will:

Maintain a waiting list for upcoming sales of manufactured homes on a unique Buyback Program Home Ownership.

Provide management and upkeep to two manufactured home communities for seniors.

Schedule viewing of homes, pre-move in walk through with prospective purchasers.

Submit Earnest Money to Accounting department.

Schedule Closings for purchase of the home and payment of the security deposit and first month’s rent.

Prepare and sign all real estate documents

Submit monies to Accounting and give Buyer set of keys to their home.

Handle Official Move-Out Notice from resident, schedule a home inspection with homeowner or representative.

Manage After Move-Out Inspection, prepare a Buyback breakdown list to include estimated costs to bring the home back to marketable standards 

Prepare and submit Check Requests to Asset Manager for: Title Transfers, Excise Taxes, Personal Property Taxes, and Fire Fees. Any amounts to the King County Assessor’s Office, Personal Property Tax Division and Department of Licensing.

Research and meet with contractors to obtain bids for necessary repairs and schedule work needed.

Update vacancy availability list and schedule applicants on waiting list for home showings.

Mail annual letters to all waiting list applicants on both properties to keep waiting list current

Qualifications and Competencies

Required Qualifications:
 

Associate's degree or Technical degree AND

Considerable experience in property management, asset management, tax credit or affordable housing programs OR 

An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Required Knowledge, Skills and Abilities:

Knowledge of manufactured housing programs and/or other applicable regulated housing programs.

Demonstrated ability to prepare and maintain records (manual and electronic) and reports with a high level of accuracy and attention to detail.

Experience supervising staff including coaching, mentoring, and providing strong leadership in a dynamic work environment; planning, organizing, directing and evaluating the work of subordinate employees.

Ability to work independently and as a team member to develop effective working relationships; works cooperatively, exchanges ideas, and addresses issues in a constructive, collaborative manner.

Adapts to changing business needs, conditions, and work responsibilities; responds to change with a positive attitude and a willingness to learn new ways to accomplish work activities and objectives.

Analyzes problems, identifies alternative solutions and consequences of proposed actions, articulates possibilities, and implements recommendations to support goals; demonstrates critical, creative, and reflective thinking.

Utilizes excellent time management and problem-solving techniques, and use of professional judgment in complex situations; demonstrates strong project management skills. 

Communicates effectively and collaboratively with individuals, and internal and external organizations; applies effective written and oral communication techniques to convey clear and timely messages.

Ability to work in a fast-paced office environment while providing a high-level of customer service.

Special Requirements:

Consent to and pass required assessments.

Consent to and pass a driver's and criminal records background check.

Must possess a valid driver's license and own or have access to a vehicle to travel between work sites as required. Must have an acceptable driving record at time of appointment and throughout employment.

Salary & Benefits:

The starting salary range for this position is $87,156.08 - $106,767.20 annually dependent on qualifications and professional experience. The complete salary range for this position is $87,156.08 - $126,377.14 annually. Performance based merit increase opportunities and COLAs are reviewed on an annual basis. Work Environment:

Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

After initial onboarding, this role will have the opportunity to work remotely up to 20% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need.Work is performed primarily in an office environment at the property site. The incumbent frequently uses standard office equipment including personal computers, telephone and related equipment and may drive a vehicle on Authority business.

Physical Environment:

This work requires the frequent exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
