CLASS SUMMARY: 
The IT Manager is responsible for overseeing and managing the Housing Authority's information technology systems, networks, software, and hardware. This role ensures IT infrastructure and data availability, reliability, and security, driving technological improvements that enhance organizational efficiency and effectiveness.

TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)
1.    System Management and Support:
•    Manage and maintain servers, networking equipment, desktops, laptops, printers, telecommunication systems, and peripheral devices.
•    Ensure optimal performance, troubleshooting hardware and software issues promptly.
2.    Network and Data Security:
•    Implement, manage, and monitor security protocols and infrastructure, ensuring compliance with cybersecurity best practices and relevant regulatory standards.
•    Conduct regular risk assessments, manage incident responses, and oversee disaster recovery plans.
3.    Project Management:
•    Plan and implement IT projects, including software rollouts, hardware upgrades, and network enhancements.
•    Coordinate with vendors and stakeholders to ensure projects meet timelines, budgets, and organizational requirements.
4.    Strategy and Planning:
•    Develop and execute short- and long-term IT strategies aligning with organizational objectives.
•    Provide recommendations on emerging technologies, system improvements, and efficiencies.
5.    Technical Training and Support:
•    Conduct training sessions for staff on technology usage, cybersecurity awareness, and system updates.
•    Provide user support and manage helpdesk operations, ensuring effective resolution of technical issues.
6.    Vendor Management:
•    Manage relationships with technology vendors and service providers.
•    Negotiate contracts, evaluate service delivery, and ensure cost-effective solutions.
7.    Compliance and Documentation:
•    Ensure compliance with applicable regulatory and legal standards, including data protection laws.
•    Maintain accurate documentation of IT processes, infrastructure configurations, and compliance audits.
8.    Performs other duties of a similar nature or level.

TRAINING AND EXPERIENCE (positions in this class typically require):
•    Bachelor’s degree in Information Technology, Computer Science, or related field; relevant certifications (e.g., CISSP, CompTIA Security+, ITIL) preferred.
•    Minimum of 5 years of experience in IT management, preferably within public housing or similar governmental organizations.
•    Demonstrated experience in network management, cybersecurity, and system administration.
•    Strong knowledge of current IT best practices, technologies, and compliance standards.

LICENSING REQUIREMENTS (positions in this class typically require):
Licensing Requirements: 
•    None

KNOWLEDGE (position requirements at entry):
Knowledge of:
•    Applicable federal, state, and local laws, rules, and regulations;
•    System design and maintenance practices and procedures;
•    Applicable hardware, software, and peripheral equipment;
•    Advanced technology troubleshooting techniques;
•    Customer service principles;
•    Policy and procedure development;
•    End-user support services;
•    Department inventory requirements;
•    Methods of planning technology installations.

SKILLS (position requirements at entry):
Skill in:
•    Excellent leadership, organizational, and project management skills.
•    Strong analytical, problem-solving, and decision-making capabilities.
•    Ability to communicate effectively with technical and non-technical stakeholders.
•    Proven capacity to handle multiple projects and deadlines simultaneously.

PHYSICAL REQUIREMENTS:
•    Ability to lift/move IT equipment weighing up to 40 pounds.
•    Must be able to perform physical tasks such as bending, standing, and working in confined spaces as necessary.

Working Conditions:
•    Standard office environment with occasional after-hours or weekend duties for emergencies, system maintenance, and upgrades.
