JOB SUMMARY

 

Directs, plans, oversees, and evaluates all programs and services for Division. This includes short and long range strategic planning, talent management, fiscal accountability, quality management, and process improvement. Develops, recommends and implements strategic organizational policies and procedures. Manages, directs, and coordinates activities through managers and supervisors. Works in a close confidential relationship with the Supervisors and Elected Official.

 

 

RECOMMENDED QUALIFICATIONS

 

Bachelor's degree from an accredited college or university in Business, Public Administration, Urban Planning, or other closely related field, plus eight (8) years of related progressively more responsible experience, two (2) years of which must have been in a leadership or managerial capacity; OR an equivalent combination of education and experience. Education may not be substituted for the required supervisory experience.

 

A valid Driver’s License issued by the State of Utah may be required to operate a vehicle.

 

Additional minimum qualifications may be dependent upon licensure or certification related to specific job duties and responsibilities.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

 

The following duties and responsibilities are intended to be representative of the work performed by the incumbent(s) in this position and are not all-inclusive. The omission of specific duties and responsibilities will not preclude it from the position.

 

Applicants must be prepared to demonstrate the ability to perform the essential functions of the job with or without a reasonable accommodation.

 

  • Provides leadership in short and long-range planning to accomplish operational, planning, and development goals and objectives.
  • Develops, recommends and implements policies and procedures necessary to the effective management and operation of the Division.
  • Provides leadership in achieving the goals of the County both internally with staff and externally with government entities, community organizations and others with which the County interacts.

 

  • Advises management of industry trends and legislative changes affecting programs.
  • Defines metrics and outcome measurements that will quantify performance against goals, and establishes a system for obtaining and reporting those measurements.
  • Evaluates the need and efficiencies of all Division programs and services. Enhances and streamlines existing processes to increase effectiveness.
  • Directs the preparation, justification, and administration of the Division’s budget. Ensures that adequate fiscal controls are in place.
  • Manages, directs, and coordinates activities through managers and supervisors, which includes hiring, firing, promoting, orienting, training, assigning and reviewing work performance, annual work performance appraisal and discipline.
  • Establishes and maintains effective working relationships with internal and external stakeholders.
  • Represents the County and the Division to community groups and the general public. 
  • May solicit and negotiate grants, contracts and non-County funding opportunities; Oversees management of said funds.

 

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

 

Knowledge of:

 

  • Talent management, supervision, work performance and appraisal, and training
  • Fiscal management principles, including preparing, monitoring, and reporting budgets
  • Principles and techniques of organizational planning, analysis, management and supervision
  • Federal and state grants, regulations, and operations related to the work of the Division
  • Public relations practices and techniques
  • Principles and methods of housing and community development
  • Current laws, regulations, and trends that impact and/or govern the Division
  • Research and data collection methods and report writing techniques
  • Principles and techniques of project management
  • Community outreach methods and techniques

 

Skills and Abilities to:

 

  • Lead, administer, and oversee the operations of a large government agency
  • Supervise subordinate personnel, including managers, supervisors, and other staff
  • Analyze and compile technical and statistical information, prepare technical reports, and present technical information clearly and concisely

 

  • Develop and implement strategic plans, policies, and procedures
  • Develop, administer, and control large budgets
  • Read and interpret complex laws and regulations regarding Division services
  • Establish and maintain effective working relationships
  • Communicate effectively both verbally and in writing
  • Ability to promote and advocate policy, goals and initiatives
  • Prepare complex narrative and statistical reports, correspondence, and other documents
  • Gather, evaluate, interpret, and share data, including budgets and financial statements
  • Demonstrate proficiency with computer software related to the job specific duties

 

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

 

Work duties are generally performed in a typical office environment.

May require travel to off-site facilities and meetings throughout the County.

This is an appointed at-will position without tenure and is exempt from the career service system.
