DEPUTY EXECUTIVE DIRECTOR OF OPERATIONS

Louisville Metro Housing Authority’s (LMHA) mission is to set a standard of operational excellence in providing quality, affordable housing opportunities for residents to achieve self-sufficiency and an enhanced quality of life, and collaborating with community partners to build strong, viable neighborhoods. LMHA serves over 15,000 households in Louisville through public housing and housing choice vouchers.

LMHA seeks an experienced professional skilled in operations to serve as a senior leader that will help guide the agency through administrative challenges and opportunities for transformational change. This position will play a key role in shaping the future of LMHA for staff, residents, and partners.

The Deputy Executive Director of Operations (DED) is a senior leadership position within Louisville Metro Housing Authority. This individual will work closely with the Executive Director to oversee and manage departmental operations for the organization, ensuring efficient and effective service delivery to residents, compliance with regulatory requirements, and the implementation of strategic goals. The DED will be responsible for managing multiple departments, including property management, occupancy, capital improvements, security, and central and site maintenance. The ideal candidate will be a proactive, results-driven professional with a deep understanding of public housing operations, regulatory frameworks, and a commitment to improving the quality of life for low-income residents.

Duties

  • Assist the Executive Director in managing the departmental operations of the PHA, including strategic planning, budgeting, policy development, and resource allocation.
  • Assists in the formulation of agency goals and objectives and works to ensure proper staffing and structure to meet those goals.
  • Plans, coordinates, and directs activities relative to Property Management, Security, Occupancy, Maintenance, and Capital Improvements.
  • Oversees activities related to lease enforcement, rent collection and occupancy.
  • Reviews and makes policy decisions relative to the Operations cabinet.
  • Assists in mediation of claims against the agency.
  • Collaborates with the Finance Department to develop, monitor, and manage the departmental budget.
  • Reviews financial reports to ensure operational efficiency, cost-effectiveness, and the proper allocation of resources.
  • Ensures the fiscal integrity of the department and work with other departments to maximize available funding and ensure responsible expenditure
  • Addresses and resolves operational challenges or issues that may arise in day-to-day operations.
  • Consults legal counsel to ensure that policies comply with federal and state law.
  • Meets with Commissioners, Executive Director, Deputies, Managers, and Supervisors concerning property management, maintenance, occupancy, security, and Capital Improvement matters.
  • Prepares various reports and resolutions for the Board of Commissioners.
  • Supervises and mentors staff to ensure high performance, professional development, and organizational effectiveness.
  • Ensures PHA operations comply with all regulations and policies set forth by the U.S. Department of Housing and Urban Development (HUD) and other applicable regulatory bodies.
  • Oversees the preparation and submission of necessary reports to federal, state, and local authorities, ensuring accuracy and timeliness.

  • Strong understanding of operations management principles to support effective decision-making.

Minimum Requirements

Bachelor’s degree in Business Administration, Sociology, or a related field is required. Also requires five-(5) years’ experience in a high-level administrative position, two-(2) of which must have been in a supervisory capacity. An equivalent combination of training and experience may be substituted.
