Louisville Metro Housing Authority’s (LMHA) mission is to set a standard of operational excellence in providing quality, affordable housing opportunities for residents to achieve self-sufficiency and an enhanced quality of life, and collaborating with community partners to build strong, viable neighborhoods. LMHA serves over 15,000 households in Louisville through public housing and housing choice vouchers.

LMHA seeks an experienced professional skilled in financial administration to serve as a senior leader that will help guide the agency through administrative challenges and opportunities for transformational change. This position will play a key role in shaping the future of LMHA for staff, residents, and partners.

The position is responsible for planning, developing and directing financial policies and practices of the agency to ensure that financial goals and objectives are achieved in accordance with specified policies and regulations. The position supervises subordinate, managerial, and analytical personnel and performs related work as required.

The Deputy Executive Director will work closely with senior leadership to implement financial strategies that promote growth and sustainability while maintaining compliance with regulations and best practices.

 

Duties

• Directs, coordinates, and organizes the work of staff involved in various areas of financial Administration and purchasing.

• Enforces financial policies and procedures.

• Directs through subordinate supervisors, personnel activities of workers engaged in performing financial functions.

• Directs and formulates preparation of the agency budget and analyzes the financial forecast.

• Reviews and makes recommendations for approval of major agency expenditures.

• Prepares technical reports and financial data.

• Analyzes past, present, and future trends relative to agency financing.

• Responsible for overall fiscal concerns of the agency.

• Meets with Commissioners, Executive Director, Managers, and supervisors concerning financial matters.

• Participates in contract negotiations.

• Negotiates contracts for service equipment and goods for the agency.

• Assist in the formulation of agency goals and objectives.

• Represents and acts as the Executive Director when assigned to do so.

• Maintains and oversees control of financial records.

• Consults with legal staff in matter relative to agency finance.

• Prepares resolutions and reports submitted to the Board of Commissioners.

• Serves on an agency subsidiary board. Skills

• Strong understanding of balance sheet reconciliation and fiscal management principles.

• Proficient in corporate finance, including treasury management and profit-loss analysis.

• Expertise in budgeting processes, forecasting, and revenue management strategies.

• Solid grasp of financial concepts and their application in planning and decisionmaking.

• Excellent analytical skills with the ability to interpret complex financial data.

• Strong communication skills for effective collaboration with internal teams and external stakeholders.

• Proven leadership abilities to guide teams towards achieving organizational objectives.

 

Minimum Requirements Bachelor’s degree in finance, Business Administration, or Accounting. Five (5) years’ experience in financial administration, Two (2) years of which must have been in a managerial capacity. An equivalent combination of training and experience may be substituted.
