Summary

The primary purpose of this position is to assist the Director of Facilities Services with the efficient operations of all facilities and maintenance activities at the Authority. The incumbent is responsible for working with the Director of Facilities Services in establishing and implementing policy, practices, and procedures to ensure effective maintenance provisions throughout the Authority. In addition, the incumbent initiates and coordinates maintenance project planning in conjunction with the Director of Facilities Services, and ensures that all functions are in accordance with HUD, state, local, and Authority regulations.

All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.

 

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, and training, acting on employee problems, and recommending and implementing discipline.

  • Assists Senior Project Managers with departmental budgets; monitors compliance, initiates adjustments, and evaluates results on a monthly basis.
  • Supervises and directs the workforce through general and specialty crew chiefs and supervisors, including providing relief support for Senior Project Managers as necessary.
  • Establishes realistic goals and time tables for various programs, projects, and areas of responsibility; monitors attainment and identify and resolve problems.
  • Develops and implements strategies to minimize maintenance turnaround on units and to reduce the number of vacancies; identifies problems and trends and implements corrective actions.
  • Attends resident meetings monthly, in the evenings and on weekends
  • Maintains a working relationship with city and county departments, public works, health department, and building trades unions.
  • Serves as a Hearing Officer backup in Level II Grievances.
  • Develops training programs for all Facilities Services employees and maintains existing training programs.
  • Conducts and/or participates in Authority meetings; serve as a team member on various task forces and committees.
  • Prepares and presents reports on Facilities Services department activities, accomplishments, and problems on a monthly basis.
  • Utilizes new technology to assist Senior Project Managers in the timely completion all work order assignments, tracking time and materials efficiently. 
  • With the Senior Project Managers Positions, works closely with trades persons to assure correct handheld data exchange. .Ensures work orders are completed in acceptable time frames, including routine, urgent, emergency, R/A and any other types of request.
  • Stays informed of all Federal, state, local and HUD regulations impacting maintenance of HACP’s assets and inventory.
  • Establishes and maintains effective work relationships with peers, superiors, subordinates, resident council groups, etc.
  • Procures professional services and issue contracts in compliance with HACP policies and procedures as required.
  • Performs other duties as assigned.

 

Education and/or Experience

Bachelor’s Degree and a minimum of 7 years’ experience in residential and/or commercial property maintenance management, with a minimum of 3 years supervisory experience. An equivalent combination of education and experience may be considered. Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan..

 

Technical Skills

To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must be proficient in work order applications. Must have the ability to learn other computer software programs as required by assigned tasks.

While performing the duties of this job, the employee is frequently required to travel to various Authority properties to oversee maintenance projects. Daily movements include sitting; standing; reaching and grasping; operating computers and other office equipment; moving about the properties; and attending on-site meetings and off-site meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 50 pounds.

Position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.

Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
