New Process for Requesting Subsidy Layering Reviews for Project-Based Vouchers
HUD has published PIH Notice 2023-15, which provides instructions for PHAs on submitting requests for Subsidy Layering Reviews (SLRs). In cases where a PHA needs an SLR to be performed for Project-Based Voucher projects, the PHA can either request a Housing Credit Agency (HCA) perform the SLR or request HUD perform the SLR.
