HUD has published PIH Notice 2023-10, which gives PHAs guidance on how to apply for Capital Fund Emergency Safety and Security Grants (ESSG) to fund safety and security emergencies.
A “safety and security emergency” is defined as an emergency that may arise from: 1) an immediate need for funding by the PHA to implement safety and security measures necessary to address crime and drug-related activity; or 2) a safety emergency that requires the purchase, repair, replacement, or installation of carbon monoxide alarms/detectors, and or smoke/heat alarms/detectors.
ESSG funding will be limited to an overall total of $250,000 per PHA per Federal Fiscal Year. A PHA's funding award will be based on a number of factors including the proposal's cost estimate, the number of units identified within the application, as well as the description of the identified emergency safety and security need.
PHAs can apply for funding by submitting Form HUD-50075.1, Annual Statement (only Parts I and II). For Crime and Drug Emergency Funding, PHAs should submit a narrative describing the increased threat to the health and safety of residents. CLPHA and the U.S. Department of Energyhosted a webinarto provide PHAs with an overview of climate resiliency funds now available through the Office of State and Community Energy Programs (SCEP). Dr. Henry McKoy joined the webinar and gave details on applying for various environmental resiliency funds now available.
CLPHA will continue working with the DOE to ensure its programs are accessible to PHAs. As part of these efforts, CLPHA will distribute Q&As about DOE’s programs for PHAs shortly.
CLPHA and the U.S. Department of Energy (DOE) will host an exclusive webinar for CLPHA members that will provide an overview of climate resiliency funds available to PHAs on Monday, April 7 at 12:00 PM ET/9:00 AM ET. It is a follow-up discussion from the Environmental Resiliency panel at CLPHA’s Spring Meeting. At this webinar members will learn more about the ins-and-outs of applying for various environmental resiliency funds now available through the Department of Energy.
The DOE Office of State and Community Energy Programs works with state and local organizations to significantly accelerate the deployment of clean energy technologies, catalyze local economic development and create jobs, reduce energy costs, and avoid pollution through place-based strategies involving a wide range of government, community, business and other stakeholders. The Office has nearly $16 billion in available grant funding.
Dr. Henry C. McKoy, Jr. is the Director of the Office and was a panelist at the CLPHA Spring Meeting. Dr. McKoy will join the webinar to detail the funds that are currently available to PHAs.
