Allen Feliz, Vice President, Affordable Housing Managed Services

Allen Feliz is the Vice President of Affordable Housing Managed Services at MRI Software. In this role, he provides strategic direction in the areas of Affordable and Public Housing asset management, consulting, subordinate loan administration, fee accounting and data management. Allen also represents MRI’s U.S. subsidized housing products and services externally - a frequent panelist at industry conferences and writer, covering a host of relevant topics including trends in housing technology, property and asset management and compliance management.

Before joining MRI in 2018, Allen co-founded TCAM, a third-party asset manager and consultant for capital providers of affordable and public housing. He led TCAM’s public sector and advisory business focused on for-profit and non-profit developers, state housing agencies and local housing authorities. Allen started his career in the Tax Credit Acquisitions department of MMA Financial (now Boston Financial) where he helped to structure, price and close private equity investments in multifamily developments financed with Section 42 low-income housing tax credits.

Allen holds a Master of Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a BA from Brown University.

Dan Wright, Sales Manager, Public Housing

Dan Wright is a Sales Manager at MRI Software. In this role, primarily he works with Public Housing Authorities.

Dan has worked with Public Housing Authorities since 2007 as part of Tenmast and MRI Software, identifying the best software and services to streamline their efforts to manage their day to day operations. Based in Lexington, KY, Dan enjoys spending time with his wife and young son, is an avid golfer, and dedicated University of Kentucky athletics fan.

Melanie (Villalobos) Campbell, Senior Vice President

Ms. (Villalobos) Campbell will have overall responsibility for all aspects of the engagement. Her 25-plus years of executive experience in the affordable housing industry has included work related to public housing, housing vouchers, housing development, Choice Neighborhoods [CNI], Low Income Housing Tax Credits [LIHTC], Rental Assistance Demonstration [RAD] fair housing programs, mobility initiatives, and related rules and regulations. Prior to joining CVR, she served as a Presidential Appointee to HUD’s Office of Public and Indian Housing in Washington, DC, where she advised the HUD Secretary and PIH Assistant Secretary on housing authority operations, development, grant matters (including CNI), and compliance. She also served on the executive management team of the San Antonio Housing Authority, during which she led the agency’s successful CNI Grant applications, its Moving to Work program, and participated on the team that produced more than 5,000 new affordable housing units. In her role related to CNI in San Antonio, Ms. Campbell also served as the liaison with the agency’s Choice partners and participated in their successful efforts to secure CNI-related grants and designations, including Promise Neighborhood Planning and Implementation grants and the Promise Zone designation.

Michael Tonovitz – Senior Vice President

Mr. Tonovitz has over 25 years of extensive senior level management experience with both High Performing Public Housing and Housing Choice Voucher Programs. He previously served as Executive Director/CEO in Newark, NY and HCV Director in Rochester, NY, as well as in related PHA and municipal capacities. He has served CVR in many capacities, including projects for the Chicago Housing Authority, New York State Division of Housing and Community Renewal (Westchester County), Boston Housing Authority, Fort Worth Housing Authority, McKinney Housing Authority, District of Columbia Housing Authority, Gary Housing Authority (Indiana), Buffalo Municipal Housing Authority (New York), and DuPage Housing Authority (Illinois). Mr. Tonovitz has diverse expertise in all aspects of Housing Authority operations including finance and budgeting, quality control and compliance monitoring, procurement, and not-for-profit affiliate operations. He also led a team that developed and implemented a fraud prevention program at Rochester Housing Authority for which NAHRO granted its National Award of Excellence. Mr. Tonovitz has developed and implemented innovative programs, administrative policies and procedures for which Agencies have received numerous awards.

Andrew Denicola, Director of Strategic Sales and Business Development

Andrew Denicola has more than 12 years of broad experience, including efficiency consulting, document and records management, and quality control and program integrity. Since joining NMA, his work has included extensive file reviews, admin plan and ACOP consulting, setting up and helping run quality control (QC) departments, evaluating policies and procedures, assessing departments and agencies, and developing recommendation plans. His background also includes experience in the public housing program, HCV program, and Disaster Housing Assistance Program (DHAP). He currently heads NMA’s sales department, leveraging his affordable housing expertise to help agencies determine what they need in to be more successful.
