SUMMARY

The Manager of Coordinated Services is a non-union, exempt management position responsible for the strategic oversight, integration, and performance management of resident-centered supportive service programs. The role exercises independent judgment and decision-making authority in coordinating services across departments and external partners to advance housing stability, economic mobility, and resident self-sufficiency.

This position serves as a key member of the Community & Economic Development leadership team and is accountable for program outcomes, staff supervision, compliance, and continuous improvement in alignment with HUD, MTW, FSS, CARES, and other funding requirements.

 

 Essential Functions

The essential functions of this position include, but are not limited to:


• Provide managerial and strategic leadership for coordinated service delivery across housing, economic development, and resident services programs
• Exercise independent judgment in program planning, prioritization, and operational decision-making
• Supervise, evaluate, and discipline Coordinated Services staff, Resident Service Coordinators, Intensive Case Management and Case Management staff in accordance with agency policy
• Develop, implement, and refine service coordination frameworks and protocols
• Establish and manage partnerships and service agreements with external organizations
• Ensure compliance with federal, state, and local regulations and funding requirements
• Oversee performance metrics, data integrity, and outcome reporting
• Participate in leadership-level planning, budgeting, and grant development activities
• Serve as a management representative in interdepartmental initiatives and external forums
• Respond to complex resident service issues requiring managerial discretion


Job Description (Duties & Responsibilities)

Management & Program Oversight
• Plan, direct, and manage coordinated services programs with authority to make operational decisions
• Develop policies, procedures, and workflows to improve service delivery effectiveness
• Monitor program budgets and resource utilization in collaboration with finance and leadership

Staff Supervision & Performance Management
• Onboard, train, supervise, and evaluate assigned staff
• Conduct performance evaluations and implement corrective actions when necessary
• Assign workloads, approve schedules, and ensure accountability for outcomes

Partnerships & External Relations
• Negotiate and manage MOUs, contracts, and service partnerships
• Represent the agency in community coalitions, task forces, and leadership meetings
• Facilitate cross-sector collaboration to address resident needs

Compliance, Data & Reporting
• Ensure accurate documentation, reporting, and compliance with HUD and funding requirements
• Review and approve program reports prior to submission to senior leadership or funders
• Support audits, monitoring visits, and corrective action plans

• Review and ensure timely and accurate submission of weekly progress notes for RSC’s Case Managers, and Intensive Case Managers.

Equity, Risk & Crisis Management
• Ensure implementation of trauma-informed, culturally responsive service models
• Address high-risk cases, crises, and service gaps with appropriate authority and discretion
• Mitigate operational and compliance risks related to service delivery

 

Requirements

Background & Qualifications

Education
• Bachelor’s degree in Social Work, Public Administration, Human Services, Community Development, or related field required
• Master’s degree (MSW, MPA, MPH, LCSW or related) preferred

Experience
• 5–7 years of progressively responsible experience in human services, housing, or community development
• 2–3 years of supervisory or management experience required
• Experience with HUD-funded or publicly funded programs strongly preferred

Knowledge, Skills & Abilities
• Advanced knowledge of coordinated services, case management, and service integration models
• Strong understanding of HUD regulations, compliance, and reporting
• Demonstrated ability to manage staff, programs, and partnerships independently
• Strong analytical, leadership, and decision-making skills
• Excellent written and verbal communication skills
• High degree of professionalism, discretion, and accountability

Working Conditions & Additional Requirements
• Position requires flexibility in work hours to meet program and operational needs

• Position requires some evening and weekend hours.

• Local travel required
