Work with the Executive Director to manage the operational and administrative functions needed to achieve the WPBHA’s mission and business objectives, including overall business strategy and fiscal performance.
Oversee program operations of the Housing Choice Voucher Program, the Rental Assistance and Demonstration Program (RAD), the Low Income Public Housing (LIPH) Program, the WPBHA Enterprise Properties, and the Family Self-sufficiency and Housing Counseling Programs. Work with senior staff to optimize the efficiency and effectiveness of overall departmental performance.
Provide direct supervision of the Low Income Public Housing (LIPH) and RAD multifamily developments. Ensure that these departments function optimally and that properties meet NSPIRE standards.
Monitor agency performance and compliance related to SEMAP, PHAS, or other HUD performance protocols. Submit performance reports to HUD. Prepare annual OCAF and conduct baseline reviews for utility allowances for the RAD program. Assist in preparing the Annual and 5-year Agency Plan.
Provide ongoing analysis and critique of existing systems, review and evaluate departmental procedures, and identify areas for change management. Monitor internal control systems within the WPBHA to ensure effective operations and safeguard WPBHA assets. Ensure that all policies and procedures are applied consistently. Work with the Executive Director to develop procedures to address deficiencies and improve operations.
Oversee the Management Information Systems (MIS) department, including evaluating and ensuring the optimal performance of systems and software applications. Work with IT and software companies to ensure the revisions and proper maintenance of all housing software applications.
