The Housing Authority of the City of Shreveport (HACS) is seeking a highly qualified, experienced, and results-driven professional to serve as Deputy Director of Property Management. This executive-level position is responsible for assisting in the overall administration, leadership, and oversight of HACS public housing communities and property management operations.
The Deputy Director of Property Management will support the strategic direction and daily operations of the agency’s housing portfolio, ensuring compliance with U.S. Department of Housing and Urban Development (HUD) regulations, agency policies, occupancy goals, maintenance standards, and resident service objectives. The ideal candidate will possess strong leadership abilities, extensive property management experience, and a commitment to providing safe, quality, and affordable housing to residents.
Duties include, but are not limited to:
Assist in directing and overseeing the operations of the Property Management Department for all assigned public housing communities.
Supervise, train, mentor, and evaluate property managers, assistant managers, and administrative staff.
Ensure compliance with HUD regulations, federal and state housing laws, agency policies, lease enforcement procedures, and occupancy requirements.
Monitor occupancy levels, vacancy turnaround times, rent collections, lease compliance, and overall property performance.
Oversee property inspections to ensure compliance with HUD Housing Quality Standards (HQS), REAC standards, and HACS operational requirements.
Coordinate with maintenance staff and contractors to ensure timely completion of work orders, preventive maintenance, modernization projects, and emergency repairs.
Participate in budget preparation, financial planning, capital improvement planning, and monitoring departmental expenditures.
Assist in developing scopes of work and operational plans for renovations, modernization efforts, and capital projects.
Prepare and review monthly, quarterly, and semi-annual operational reports related to occupancy, maintenance performance, inspections, and resident issues.
Respond to resident concerns, grievances, lease violations, and community issues in a professional and timely manner.
Conduct regular site visits and inspections of assigned developments to evaluate property conditions, staff performance, and resident satisfaction.
Support the implementation of strategic initiatives to improve operational efficiency, occupancy rates, customer service, and overall property performance.
Assist with emergency response efforts during and after regular business hours, including weather events, property emergencies, and resident crises.
Collaborate with other departments, community partners, and resident organizations to support housing stability and resident engagement initiatives.
Serve in the absence of the Director of Property Management, as assigned.
Minimum Qualifications
Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Property Management, or a related field preferred.
Minimum of five (5) years of progressively responsible executive or senior-level property management experience, preferably in public housing, affordable housing, or multi-family housing management.
Extensive knowledge of HUD Public Housing regulations, occupancy procedures, inspections, and compliance requirements preferred.
Demonstrated leadership and supervisory experience.
Strong organizational, analytical, problem-solving, and decision-making skills.
Excellent written, verbal, and interpersonal communication skills.
Ability to manage multiple priorities and work effectively in a fast-paced environment.
Proficiency in property management software and Microsoft Office applications.
Valid driver’s license and ability to travel between HACS properties as required.
