The Senior Vice President serves as the Agency’s senior executive responsible for providing strategic leadership and oversight of all procurement, contracting, sourcing, vendor management and contract administration activities. The position is responsible for developing and executing a modern, transparent, efficient, data-driven procurement and contracting function, including managing and overseeing procurement actions, such as planning, developing, advertising, posting and managing invitation for bids, requests for proposals and property relinquishment. Tracks procurement milestones. Manages contracts and assists in developing Atlanta Housing agenda items. Consults with, and advises internal stakeholders on procurement methods and strategies, including the use of government contracts. Develops and implements analytics, policy and procurement planning strategies.
Essential Duties and Responsibilities
- Develops and executes a comprehensive Contracts and Procurement strategy aligned with the Agency’s strategic plan, mission, financial objectives and operational priorities.
- Serves as a strategic advisor to the President and Chief Executive Officer, executive leadership, and other senior leaders on procurement strategy, vendor performance, sourcing opportunities and regulatory requirements.
- Manages the workflow and processing of invitation for bids, requests for proposals and other procurement methods, as appropriate, for the acquisition of goods, services, information technology and construction services in a professional manner to successfully meet Atlanta Housing’s business needs.
- Serves as the subject matter expert and liaison between Atlanta Housing and outside entities on all acquisition activities and serves as a strategic partner with all departments throughout the agency to facilitate the acquisition process.
- Coordinate, manage and facilitate the strategic direction, design, development, implementation and coordination of all Contracts & Procurement Services departmental operations and activities efficiently and effectively within appropriate policy guidelines, and with an emphasis on consummate “customer service” and regulatory compliance.
- Provides exceptional leadership and direction to the Contracts & Procurement Services Department professionals to facilitate the efficient, timely, customer sensitive and effective: (i) development, publication and evaluation of all phases of the solicitation and acquisition processes; (ii) enhancement of Department and individual team policy and procedures; (iii) completion of special projects/initiatives; (iv) systems and quality assurance activities that facilitate the electronic conversion (i.e., E-Procurement) of the department’s acquisition, strategic relations, quality assurance and administration activities; (v) delivery of strategic relations activities including monitoring compliance with government labor regulations and internal and external reporting; (vi) internal/external marketing, training, technical assistance of the Department’s activities and services; (vii) Vendor Database recruitment/outreach, monitoring and maintenance; (viii) state-of-the-art internal training programs and curricula related to Contracts & Procurement Services activities; and (ix) facilitation of emergency or other unplanned acquisitions and such other acquisition activities as AH or its subsidiaries may require from time to time.
- Identify, analyze and facilitate the resolution of systemic problems and opportunities related to the delivery, documenting and reporting of Contracts & Procurement Services activities including integration, continuity and process design challenges between Contracts & Procurement Services, Systems & Quality Assurance and Strategic Relations Teams.
- Provide analysis, tracking and reporting of sourcing trends, performance against budget, and vendor performance on a regular basis to demonstrate progress against strategic objectives.
- Effectively interface with, Atlanta Housing Business Unit members, contractors and members of the public on a regular basis and maintain the integrity and confidentiality of the acquisition cycle process.
- Identify opportunities to reduce costs, improve quality, increase competition, streamline processes, and maximize value of Agency expenditures.
- Anticipate emerging procurement, contracting ,regulatory, technology and market trends by maintaining an up-to-date knowledge of local, State and Federal regulations and requirements related to Contracts & Procurement Services activities.
- Perform such other related duties as may be required and/or assigned.

- Exceptional verbal and written communication skills, with the ability to read, interpret and develop strategic initiatives, solicitations, narratives, handbooks, policies, procedures, reports, documents and complicated business unit business information summaries, as required.

- Ability to develop, design and implement systemic protocols, practices and procedures relative to the program activities and services of the department.
- Strong understanding pf public procurement principles, regulatory requirements, internal controls, ethics, risk management, and public accountability.
- Ability to analyze complex information, identify trends and risks, develop meaningful performance metrics, and use data to drive recommendations and decisions.
- Demonstrated willingness and ability to leverage technology, responsibly adopt emerging tools, and continuously improve organizational performance.
- Excellent interpersonal skills with the demonstrated capability of developing and maintaining internal and external positive and professional relationships.
- Excellent research and analytical skills and experience in various phases of the acquisition and management processes.
Education and Experience:
- Bachelor’s degree in a related field with seven (7) to ten (10) years of related experience or equivalent combination of education and/or experience required.
- Strong management skills, interpersonal skills, commitment to and delivery of excellent customer service, creativity, organizational skills and demonstrated proficiency and use of software application(s).
- Presentation skills are required to respond to questions from Business Unit members, vendors and customers.
- Demonstrated contract administration and project/time management principles. Good knowledge of the Code of Federal Regulations (C.F.R.) and/or U.S. Housing Urban Development (HUD) regulations, handbooks and interpretation is preferred.
- Certified Purchasing Manager (CPM), Certified Public Purchasing Officer (CPPO), or Certified Professional Public Buyer (CPPB) certifications are highly desirable.
- Private or public sector procurement, contracts & acquisition experience. (Mixture of public and private experience is a plus
Working Conditions:
Works in an office environment. May require frequent bending, stooping, reaching and prolonged sitting and/or standing, extensive research, reading, and lifting of files usually no exceeding 15 pounds. Frequent local travel may be required which necessitates a valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Drivers List.”
