SUMMARY

The Manager of Housing Stability & Economic Initiatives is responsible for designing, implementing, and managing programs that prevent housing instability and advance economic mobility for individuals and families served by the organization. This role integrates housing stabilization strategies with workforce development, financial empowerment, and community-based economic initiatives to promote long-term self-sufficiency.

The Manager serves as a cross-functional leader, working collaboratively with housing operations, resident services, external partners, and funders to ensure programs are compliant, outcomes-driven, and aligned with federal, state, and local priorities. The position plays a critical role in reducing homelessness, improving resident outcomes, and advancing equitable economic development.

ESSENTIAL FUNCTIONS

Housing Stability & Program Management

·      Lead housing stability initiatives including eviction prevention, rapid rehousing coordination, rental assistance navigation, and supportive services alignment.

·      Oversee program implementation for housing stability initiatives funded by HUD, state agencies, philanthropic partners, or local government.

·      Develop and monitor program policies, procedures, and performance metrics to ensure compliance and effectiveness.

·      Collaborate with property management, housing choice voucher teams, and resident services to identify households at risk of housing loss.

·      Organize, Facilitate and Host events such as Job Fairs, Financial Workshops, Forums, etc. with key internal and external stakeholders

Economic Initiatives & Mobility

·      Design and manage economic initiatives that promote workforce participation, career pathways, financial literacy, and asset building.

·      Support integration of economic mobility strategies into housing programs (e.g., employment partnerships, small business support, entrepreneurship, and income-growth initiatives).

·      Build partnerships with employers, workforce boards, community colleges, financial institutions, and economic development agencies.

Data, Outcomes & Compliance

·      Track program performance, participant outcomes, and key indicators related to housing stability and economic advancement.

·      Prepare reports for internal leadership, funders, and regulatory agencies.

·      Ensure programs meet HUD, state, and local compliance requirements, including documentation, eligibility, and outcome reporting.

Staff & Partner Coordination

·      Supervise and onboard program staff, consultants, or coordinators as assigned.

·      Provide training, coaching, and technical assistance to staff and partner organizations.

·      Serve as a liaison between internal departments and external service providers to ensure coordinated service delivery.

Planning & Funding Support

·      Contribute to strategic planning efforts related to housing stability, homelessness prevention, and economic development.

·      Support grant development, funding renewals, and program sustainability planning in collaboration with leadership and development staff.

·      Assist in identifying new funding opportunities to expand housing stability and economic initiatives.

DUTIES & RESPONSIBILITIES

·      Manage day-to-day operations of housing stability and economic initiative programs such as FSS & C.A.R.E.S.

·      Ensure alignment of programs with organizational mission, strategic goals, and community needs.

·      Develop memoranda of understanding (MOUs) and partnership agreements with external agencies such as Banks, Mortgage Lenders, etc..

·      Participate in community coalitions, task forces, and planning bodies focused on housing stability and economic development.

·      Promote equity-centered and trauma-informed approaches in program design and service delivery.

·      Represent the organization in meetings with funders, public officials, and community stakeholders.

Requirements

REQUIRED QUALIFICATIONS

·      Bachelor’s degree in Public Administration, Social Work, Urban Studies, Community Development, Economics, or a related field.

·      Minimum of 5–7 years of progressive experience in housing stability, homelessness prevention, economic development, or community-based program management.

·      Demonstrated experience managing HUD-funded or publicly funded programs.

·      Strong knowledge of housing systems, eviction prevention strategies, and economic mobility frameworks.

·      Experience supervising staff and managing cross-sector partnerships.

·      Excellent written and verbal communication skills

·      High degree of professionalism, discretion, and accountability

PREFERRED QUALIFICATIONS

·      Master’s degree in Public Policy, Social Work, Urban Planning, Nonprofit Management, or related field.

·      Experience working within a housing authority or public housing environment.

·      Familiarity with HUD programs such as HCV, FSS, MTW, ESG, CDBG, or CARES-funded initiatives.

·      Grant management, reporting, and compliance experience

WORKING CONDITIONS & ADDITIONAL REQUIREMENTS

·      Position requires flexibility in work hours to meet program and operational needs

·      Position requires some evening and weekend hours.

·      Local travel may be required occasionally.
