CLPHA Submits Recommendations for Public and Affordable Housing to the Biden-Harris Administration

On Tuesday, CLPHA sent to the Agency Review Team our recommendations for public and affordable housing for the Biden-Harris administration. Our recommendations are based on what we have heard from our members about the challenges they face, and solutions they offer. The document begins with a statement of our core belief, “Stable affordable housing is foundational to economic mobility and social equity.” CLPHA’s 52 recommendations are a guide for HUD and Congress to implement so that public housing authorities have the tools, resources and flexibilities to make our members' core missions a reality.

We asked that the rental crisis be urgently addressed with another COVID stimulus legislation and passage of fiscal year 2021 appropriations. In the first 100 days, we call on the administration to recapitalize the public housing portfolio, permanently expand the Housing Choice Voucher program, expand housing supply and operational flexibility for PHAs, promote and fund cross-sector/cross-agency partnerships, and rescind pernicious rules from the previous administration.
