Robert Wood Johnson Foundation Highlights Cook County HA's Successful Smoke-Free Policy Implementation

In an article in GOVERNING, "The Unintended Consequences of Smoke-Free Public Housing," Robert Wood Johnson Foundation program officers Emmy Ganos and Matthew Pierce cite the Housing Authority of Cook County's (HACC) 2015 smoke-free policy rollout as an example of a successful implementation strategy that did not lead to smoking violation-based evictions. During the implementation phase HACC shared tips about how to quit smoking, posted signs around their properties informing residents of the new policy, offered information about the the  Illinois Tobacco Quitline, and trained their property managers to link residents to the quitline and smoking-cessation services.
