CLPHA is pleased to announce that David A. Williams of Opportunity Insights will be a distinguished speaker at our fifth annual Housing Is Summit in Washington, D.C., May 16-17.
Williams will present on Day One of the conference, sharing promising insights from new research on the Creating Moves to Opportunity (CMTO) Project and Opportunity Insights’ new Opportunity Atlas.
Opportunity Insights has been working with public housing authorities on the CMTO project, which aims to develop and evaluate the most effective and efficient practices for facilitating long-lasting moves to opportunity neighborhoods, particularly for families with younger children.
Complementing this research is the organization’s new Opportunity Atlas, which provides an unprecedented look within cities to better understand where opportunity exists and how neighborhood conditions shape a child’s future economic and educational success.

Opportunity Insights is a nonpartisan research and policy institute founded by Raj Chetty, John Friedman, and Nathaniel Hendren that is focused on improving economic opportunity. Its central mission is to develop scalable policy solutions that reduce poverty by enabling families throughout the United States to achieve economic and social mobility.
The organization’s research builds on the Equality of Opportunity Project, which helped our understanding of the hidden forces influencing the achievement of upward mobility.
Prior to joining Opportunity Insights, Williams served as a senior advisor to the Mayor of Detroit, Mike Duggan, as a member of the Mayor’s economic development team. He managed large-scale real estate and community revitalization projects, neighborhood planning initiatives, and policies related to economic mobility, land use, and equitable development. Prior to his public service, Williams worked for a law firm specializing in housing and at Booz Allen Hamilton. He holds a JD from Harvard Law School.
