Vice President of Development and Modernization

Lucas Metropolitan Housing (LMH) is seeking a highly qualified Vice President of Development and Modernization to lead and manage the Real Estate Development Department charged with managing the LMH portfolio of real estate development projects, including developing a systematic approach to identifying projects and partners, analyzing feasibility, structuring financing, and completing all pre-development, development, and post-development tasks. The agency functions with a $54.8 million annual operating budget that includes a portfolio of 4,821 Housing Choice Vouchers, 2,658 Public Housing units, 322 LIHTC units, and 8 market rate units. A staff of 159 employees manage the LMH portfolio and services. The agency is currently updating its Strategic Plan for the period of 2024-2028.

Lucas Metropolitan Housing has formulated a housing development strategy that provides a two-pronged approach to de-concentration of affordable housing which includes creating housing in existing high opportunity neighborhoods and improving neighborhood conditions to create mixed-income communities of choice. In 2023, the agency projects closing on five development projects, a $92 million investment, in the community and will be launching an agency wide portfolio repositioning strategy. LMH has also been awarded a Choice Neighborhood Initiative Planning grant. The efforts towards the Implementation have so far leveraged an additional $81 million of funding. LMH plans to resubmit for the 2023 Choice Neighborhoods Implementation grant.

LMH serves the Toledo, Ohio metropolitan area. Toledo is the fourth largest city in Ohio with a 2020 population of 270,871. The metropolitan area has a 2020 population of 646,604. Toledo straddles the Maumee River at the southern end of Maumee Bay, the westernmost inlet of Lake Erie. Downtown Toledo has seen major revitalization and has a growing entertainment district. The University of Toledo contributes greatly to the educational, cultural, and economic influence of the community and is the largest employer is the healthcare industry. There are four Fortune 500 companies found in Toledo. Toledo is also known as the “Glass City” based on the presence of five major glass manufacturing companies.

A Bachelor’ Degree in Real Estate Development, Business Finance, Urban Planning, Civil Engineering, Architecture, or closely related field is desired and a Master’s Degree in such fields is preferred. Candidates should have a minimum of seven (7) years of experience in the administration of programs involving housing development and housing finance. Experience with mixed-use real estate development and construction management is strongly preferred. Three of the years of experience should include time in a supervisory capacity. An equivalent combination of education and experience may be considered. The selected candidate must provide academic credentials and work history verification. The consultant will complete criminal and credit background checks.

Compensation for the position is negotiable, depending on the qualifications and experience of the chosen candidate.
