SUMMARY: Under the general direction of the SVP Development & Asset Management, the Vice President Development is responsible for the increase of production for affordable housing units for families at 30% or below of the area’s median income in mixed income communities and in accordance with Agency goals and objectives, as well as executing strategies to reposition existing assets to support the production of units and ensure the long-term financial viability of the Agency, provide leadership and strategic direction for the Real Estate Group, and participate fully in the mission and direction of the larger organization.  This is accomplished by directing and coordinating all real estate new construction, acquisition, and rehabilitation, providing leadership and direction in determining development strategies for the Agency’s real estate portfolio and determining financial options available for repositioning, increasing operational effectiveness and efficiency due to an ongoing and changing regulatory environment, and being responsive to community affordable housing needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.  Other duties may be assigned.

  • Meets housing unit production goals by maintaining focus on production goals; monitoring staff progress; leading the production goals for FWHS.
  • Attends and participates in project and group meetings, maintaining positive working relationships with other department heads, and the Board of Commissioners.
  • Troubleshoots on various development or financing issues.
  • Reviews feasibility proposals and preparing project reports for the President.
  • Directs strategy for repositioning of existing properties by working within the framework of the Strategic Asset Model (SAM); ongoing monitoring of market conditions to determine opportunities.
  • Meets with developers, reviews opportunities for refinancing of properties.
  • Coordinates relocation impact providing direction for master planning and architectural services.
  • Proposes and maintains policies and processes to streamline operations and presenting timely and accurate information to the Board regarding underwriting, real estate development and housing policy decisions.
  • Promotes opportunities for direct development by managing guarantee liabilities and other legal and financial responsibilities related to direct development.
  • Builds staff to take on related responsibilities.
  • Manages budgets and pursue cost allocations in regard to acquisition/construction recommendations and understanding and streamlining procurement processes.
  • Develops positive working relationships between the real estate group and other operational groups in the Agency by actively participating in regular meetings and focusing on ways to improve processes and exchange information.
  • Regularly meets with the Asset Management Department to assess current needs. Projects, construction, and development activities.
  • Performs administrative duties related to department by developing the department’s budget, reviewing, and managing departmental expenditures and directing and overseeing HUD quarterly reporting, revitalization plan amendment and grant close-out processes.
  • Perform other related duties as assigned.

 EDUCATION AND LICENSING:

  • Bachelor’s degree in Business, Finance, Real Estate or related field from a college or university.  Minimum seven (7) years progressive experience in real estate development and property development with a housing authority or an equivalent combination of education and experience.
  • Must possess a current Texas Driver’s License, have a driving record in good standing, and be eligible for coverage under FWHS’s fleet vehicle insurance policy.
