Job Title: Strategic Advisor

General Function:
Under the direction of the Executive Director, the strategic advisor works on planning, analysis, and coordination of diverse functions of a technical nature that supports general agency services and operations. The strategic advisor serves as an advisor to senior management, makes recommendations to enhance policies or programs, and/or represents the Agency in strategic arenas.
Essential Duties and Responsibilities (E = Essential Duties)
The below statements are intended to describe the general nature and scope of work being performed in this position. This is not a complete listing of all required responsibilities, duties, and/or skills. Other duties may be assigned.
Analyze and develop policies and procedures affecting the Authority’s ability to fund and deliver programs and services; advise department director(s) on policies that may involve long-term impacts to the Housing Authority. This may include updating the Authority’s Administrative and ACOP plans in partnership with Department Directors.
Provide recommendations for the development of significant programs to management, and/or department director(s).
Provide recommendations for the development of a significant departmental program, or business unit budget(s) department director(s).
Communicate to internal and external audiences on behalf of the Stark Metropolitan Housing Authority (SMHA), and/or department director(s) on a variety of significant issues. Assist Executive Director in the development of reports, presentations, and board briefings.
Act on behalf of and represent the priorities and interests of SMHA on a variety of cross-functional, departmental teams.
Have technical expertise in a specific field and provide authoritative advice on technical matters to management and/or department director(s).
Provide input on policies related to operations or services; provides recommendations on policy options of an operational or short-term nature.
Make program recommendations, and may administer, or manage some phases of the program(s).
Make budget recommendations, and may administer some phases of budget(s).
Communicate program and procedural information, and policies of an operational nature to internal and external audiences. (E)
Participate in developing and implementing goals, work plans, performance measures, and continuous improvement of service delivery to support department initiatives and goals, agency core strategies, and mission through a spirit of service, teamwork, and respect. Work respectfully and courteously with other employees, follow directions, and work well under pressure. (E)
Participate in and may assist with coordinating or facilitating cross-functional, departmental, or jurisdictional teams. Manage projects as assigned.
Deal regularly with technical-related matters and apply specialized knowledge in analyzing a variety of issues.
May supervise or provide lead direction to other staff.
Stay abreast of Federal, State, and Local legislation and policy. Act as liaison with government entities and elected officials as assigned. Attend CLPHA, NAHRO, and other industry events as a representative of the Authority and inform the leadership of changes in legislation and policy.
Other related duties as assigned.
Qualifications:
EXPERIENCE:
Experience in affordable housing or homeless organizations is preferred but not necessary. Experience in government organizations with a knowledge of working in fast-paced bureaucracies. Experience managing projects, developing policy, and working with legislatures, councils, or elected officials are all qualifying experiences. Ability to write presentations, and policies and assist with legislative priorities.
EDUCATION:
Bachelor's degree in a closely related field from an accredited college or university; graduate degree preferred. May substitute an additional four years of relevant work experience for the required degree.
A Master’s Degree in Public Administration, City Planning, or a related field can be used as a substitute for Experience.
LICENSES AND OTHER REQUIREMENTS:
Must have a valid Ohio Driver’s License and be insurable under SMHA.

While performing the duties of this job, the employee is frequently required to maintain a stationary position, operate computers and other office equipment, move about the office, attend onsite and offsite meetings, and communicate. The employee may occasionally be required to travel to and move about SMHA property sites. The employee must be able to accurately exchange information in person, in writing, and via e-mail and telephone. The employee must occasionally transport up to 20 pounds.
