The Oakland Housing Authority (OHA), providing subsidized housing to nearly 16,500 families as the largest landlord in the City of Oakland, seeks a Senior Development Project Manager – Real Estate (Official Title: Senior Development Program Manager) to oversee real estate development projects that receive funding from OHA. This Project Manager will be a leader within the Office of Real Estate Development (ORED), reporting to the Chief Officer of Real Estate Development. The ORED is looking for a flexible, communicative, and respectable leader who is capable of managing multi-million-dollar projects while building essential relationships with developers, architects, contractors, and other key stakeholders. Someone who can champion the Department’s mission and is passionate about providing sustainable, affordable housing for Oakland’s most vulnerable populations. Our ideal candidate will have ample experience in affordable housing with a non-profit or for-profit development organization and be well-versed in every part of the development/remodel process. Having a background in writing RFPs, monitoring budgets, analyzing complex data, and juggling competing projects and priorities is essential. THE JOB

The Senior Development Project Manager – Real Estate (Project Manager) will oversee the entire process of affordable housing development projects that receive funding from the OHA while reporting to the Chief Officer of Real Estate Development. This Project Manager is responsible for negotiations, planning, pre-development, construction, completion, and monitoring of projects and ensuring compliance with federal and state regulations. This position may also develop housing policy and programs, work on land acquisition, evaluate new development opportunities, and regularly collaborate with other OHA agency departments. They will also perform due diligence, negotiate funding and legal agreements, manage projects, and oversee staff. The Project Manager is responsible for participating in policy planning, conducting outreach and public relations, and attending agency, community and OHA board meetings as needed.

 

THE IDEAL CANDIDATE

The ideal candidate is passionate about delivering extraordinary yet affordable housing options, with a focus on diversity, equity, and inclusion and bettering the community they serve. They have experience writing RFPs and a thorough understanding of public and business administration, as well as the laws and regulations applicable to real estate development. They have strong financial acumen, with the ability to perform project financial feasibility and analyses, monitor budgets, and report variances. They can analyze complex data, make informed recommendations, and manage multiple initiatives and projects simultaneously. The ideal candidate has strong communication skills, with the ability to negotiate favorable outcomes with vendors and represent the organization effectively both verbally and in writing. They can build positive relationships and serve as a respectable representative of the Oakland Housing Authority.

 

Employment Standards

Equivalent combinations of education, training and experience may be considered.

  • A bachelor’s degree, with a major in urban planning, business administration, real estate architecture, or a closely related field; AND
  • 5-7 years of progressively responsible experience in the field of affordable housing development involving program development, budget, financing, land acquisition, construction, rehabilitation, real estate, or related disciplines.

OR

  • A master’s degree, with a major in urban planning, business administration, real estate, architecture, or a closely related field; AND
  • 3-5 years of progressively responsible experience in the field of affordable housing development involving program development, budget, financing, land acquisition, construction, rehabilitation, real estate, or related disciplines.

Requirement: Must possess and maintain a valid California driver’s license and an insurable driving record.
